DIGITAL GOVERNANCE: PAVING THE WAY FOR A ‘CORRUPTION-FREE J&K’

The prevailing challenge of corruption has been a longstanding impediment to progress in J&K. It has eroded public trust and hindered efficient governance. However, the IT Department has risen to the occasion, taking proactive measures to confront corruption head-on. The rollout of 675 online services exemplifies the Department’s unwavering commitment to streamlining processes, reducing bureaucratic obstacles, and eradicating opportunities for corrupt practices. These online services have revolutionized the way citizens interact with the government. From basic public services to complex administrative procedures, citizens can now access information and avail themselves of various services from the comfort of their homes. Initiatives such as BEAMS, Janbhagadari, Aapki Zameen Aapki Nigrani (AZAN), e-tendering, and e-office have played a pivotal role in promoting these values. It ensures that all projects meet the necessary criteria before receiving payment, thereby accelerating project completion and significantly reducing arbitrariness and corruption. The adoption of e-tendering has not only made the process more efficient but also fostered healthy competition, leading to cost reductions in project execution. Moreover, the ‘Janbhagadari’ and ‘Aapki Zameen Aapki Nigrani’ initiatives have set new benchmarks for transparency by placing all work and land records in the public domain. This empowering move allows citizens to access critical information and evaluate government actions, promoting a culture of accountability. With citizens actively participating in governance, J&K is witnessing a shift towards a more citizen-centric approach. The e-office implementation has ushered in a new era of paperless governance. It has made information easily accessible to officials, reduced reliance on physical documentation, and contributed to a more eco-friendly approach. This digital transformation has bolstered J&K’s image as a progressive and forward-thinking region. Empowering citizens for greater participation has been a primary objective of the IT initiatives. By offering online services, the administration has made it convenient for citizens to access essential services and information. This has democratized governance, making it more accessible to the masses. The ‘Janbhagadari’ portal and ‘Aapki Zameen Aapki Nigrani’ have paved the way for unprecedented levels of public involvement. Today, thousands of people regularly check out and evaluate the actions of the government. An encouraging outcome of the IT-driven transformation is the surge in project completion rates. From a meager figure of around 9,000 projects before 2019, the UT has completed over 925,000 works in the previous financial year. This exponential growth underscores the efficacy of IT initiatives in expediting project implementation. Additionally, the E-Compendiums of these projects being made public exemplify the government’s commitment to transparency. Citizens can scrutinize these projects, and any concerns or complaints are addressed promptly, further enhancing public satisfaction with the governance process. As J&K moves forward, sustaining this momentum and leveraging technology for the greater good will be crucial. In the majestic pursuit of progress, the embrace of emerging technologies like artificial intelligence, blockchain, and data analytics shall propel transparency, efficiency, and accountability to soaring heights.
