AIFF Adopts Constitutional Amendments to End Dual Post Holding by Officials
All India Football Federation aligns with Supreme Court directives, adopting key Articles to strengthen governance and prevent office bearers from holding simultaneous posts in state associations.
New Delhi, Nov 27: The All India Football Federation (AIFF) on Monday formally adopted Articles 25.3 (c) and (d), bringing its constitution fully in line with the Supreme Court of India’s order dated October 15, 2025.
With the amendments, no AIFF executive committee office-bearer can concurrently hold office in a state football association. The changes were implemented within the three-week timeline mandated by the Supreme Court.
“The AIFF Constitution is now in accordance with the directions of the Hon’ble Supreme Court of India and the framework recommended by Justice (Retd) L. Nageswara Rao. With this, a matter pending since 2017 stands conclusively resolved,” the federation said in an official statement.
The constitutional reforms follow a protracted legal process initiated when the Supreme Court directed a new AIFF constitution to be drafted. Justice (Retd) L. Nageswara Rao oversaw the drafting, which was submitted in 2023.
The bench of Justices P.S. Narasimha and Joymalya Bagchi clarified in their October order that Articles 25.3 (c) and (d) were essential to the federation’s governance and must be implemented, while noting that Article 23.3 concerning Supreme Court approval of future amendments was optional.
“The Supreme Court permitted the present executive to continue till the end of its term to ensure minimal disruption to ongoing sporting events,” the bench added.
Expressing gratitude to all stakeholders, the AIFF said, “The AIFF expresses its sincere appreciation and gratitude to all stakeholders and contributors whose time, effort, and cooperation were integral to the successful completion of this process. In alignment with FIFA and AFC statutes, the AIFF remains committed to its mandate to develop, govern, and promote football across India.”
With these reforms, the AIFF has strengthened its governance framework and ensured compliance with judicial directives, marking the conclusion of a constitutional process that began eight years ago.
