Amit Sharma Moderates Crucial Census Coordination Meet; Ladakh Finalises Timeline for Census 2027
Self-Enumeration, Paperless Process Highlighted as Census Coordination Committee Clears Major Steps for Ladakh

Leh/Jammu, Dec 30, 2025: Amit Sharma, IAS, Director Census Operations (DCO) & Director of Citizen Registration (DCR), Government of India, Ministry of Home Affairs for the UTs of Jammu & Kashmir and Ladakh today moderated an important Ladakh 2nd UT Level Census Coordination Committee (UTLCCC) Meeting held today through hybrid mode, which was chaired by Pawan Kotwal, IAS, Chief Secretary of UT of Ladakh and attended by Administrative Secretaries, DC Leh, DC Kargil, and several senior officers of UT Administration and Directorate of Census in which lot of important decisions were arrived at.
DCO/DCR Government of India, MHA for J&K and Ladakh Amit Sharma made a detailed presentation about the upcoming 1st Digital Census in the nation, including both these Union Territories wherein administrative jurisdiction for the conduct of Census 2027 activities shall be frozen by tomorrow, i.e., 31st December, 2025, and accordingly, Chief Secretary UT Ladakh directed both the Deputy Commissioners to submit requisite information within prescribed timelines, which shall be followed by issuance of a Gazette Notification by UT Administration in this behalf.
Alongside, DCO/DCR Amit Sharma also requested for appointment of requisite staff by the UT Ladakh Administration for the conduct of Census Operations, followed by its Gazette Notification at the earliest on the pattern of other states and UTs, which was also decided affirmatively in the UTLCCC Meeting.
DCO/DCR J&K and Ladakh Amit Sharma also took the opportunity to share in this important meeting that there are several unique features of Census 2027 being the first digital paperless Census of Bharat; it has a self-enumeration option, which is to be given to all Indian citizens on the app; it uses a robust application for data submission and faster data processing, Census as a Service (CaaS), which is being introduced for the first time; and it includes an additional column of caste, which shall make the upcoming Census more informative and meaningful for the citizens of the nation.
During this UTLCCC meeting, the most important decision was arrived at by the chair CS Ladakh that House Listing Operation (HLO) shall be conducted in UT Ladakh during the month of June 2026 before Population Enumeration (PE) to be conducted in September 2026 in the entire UT of Ladakh, which comes in the category of snow-bound regions, as per the notification in this behalf by the Government of India.
Apart from this, DCO/DCR J&K and Ladakh Amit Sharma also shared that Ministry of Home Affairs, through the Office of the Registrar General of Census Operations and the Census Commissioner of India, shall be providing due remuneration to all principal census officers, charge officers, enumerators, supervisors, etc and they shall be provisioned requisite support in terms of IT infrastructure, vehicles/POL, and dedicated staff such as technical experts and MTS for the conduct of census-related activities in the UT of Ladakh for the entire census period of 18 months.
Before the culmination of the 2nd UTLCCC Meeting, Director Census Operations, UTs of J&K and Ladakh, Amit Sharma expressed deep gratitude towards Chief Secretary Ladakh Pawan Kotwal for sparing his valuable time to chair and clear several decisions in this all-important meeting on the penultimate day before his retirement and all the participants also took this opportunity to wish him the best for his post-retirement life.
