Bihar CEO Confirms: No Appeals Filed Against Final Voter List
During the Special Intensive Revision of electoral rolls, Bihar reports zero district-level appeals under Section 24(A) of the Representation of the People Act
Patna, Oct 13: The Chief Electoral Officer (CEO) of Bihar announced that no appeals have been filed by any District Magistrate under Section 24(A) of the Representation of the People Act during the 2025 Special Intensive Revision (SIR) of electoral rolls across all 243 Assembly constituencies.
In a post on X (formerly Twitter), the CEO stated:
“During the Special Intensive Revision Campaign, 2025 in the state of Bihar, no appeals have been received by the District Magistrate under Section 24(A) regarding the addition or deletion of names in the electoral rolls by the Electoral Registration Officer in all 243 Assembly Constituencies until 12.10.2025.”
This indicates that no district-level legal challenges were made against decisions by Electoral Registration Officers (EROs) to add or remove names during the SIR process.
Under the SIR, draft electoral rolls were published on August 1, 2025, after collecting enumeration forms from eligible voters. During this exercise, approximately 65 lakh names were marked for deletion due to death, migration, or duplicate entries, while 21.53 lakh new names were added, resulting in a revised voter list of around 7.42 crore electors.
Meanwhile, the Association for Democratic Reforms (ADR) has petitioned the Supreme Court, claiming that the SIR 2025 process deviates from established rules and unfairly shifts the burden of proof onto voters. The Court has asked the Election Commission of India (ECI) to provide details on 3.66 lakh names excluded from the final rolls and verify whether those exclusions were justified.
To address voter concerns, the Supreme Court has also directed the Bihar State Legal Services Authority to assist affected individuals in filing appeals at the district level, despite the CEO’s claim of zero submissions.
The SIR 2025 process marks a significant revision of Bihar’s electoral rolls ahead of the upcoming Assembly elections, ensuring both accuracy and transparency in voter registration.
