CBK Files Chargesheet Against R&B Employee for Forging Date of Birth to Secure Illegal Regularisation

Crime Branch Kashmir cites cheating, forgery, destruction of evidence in FIR 07/2022

SRINAGAR, Dec 12: The Special Crime Wing (Crime Branch) Kashmir has filed a chargesheet in FIR No. 07/2022 before the Court of the Chief Judicial Magistrate (CJM) Handwara against an employee of the Public Works Department (R&B) for allegedly forging his date of birth to obtain illegal regularisation, officials said.

The chargesheet, submitted on December 11, 2025, invokes sections 420, 468, 471, and 201 of the RPC, covering cheating, forgery, use of forged documents, and destruction of evidence.

The case originated from a communication by the Under Secretary, PWD (R&B), raising concerns about manipulation of Abdul Rashid Lone’s date of birth. Lone, a resident of Chogal, Handwara, was employed as a “Helper” in the R&B Division.

Investigations revealed that Lone allegedly submitted a fake medical certificate showing his date of birth as 01-04-1968 to secure unlawful regularisation. Verification of school records, however, showed his actual date of birth as 04-04-1950, an 18-year discrepancy.

The Crime Branch investigation concluded that the accused, in criminal conspiracy, had forged and used a fake date of birth certificate to fraudulently extend his service benefits. Officials said the probe gathered prima facie evidence of cheating, forgery, destruction of evidence, and conspiracy, prompting the filing of the chargesheet for judicial determination.
