CCI submits detailed pre-Budget memorandum to Chief Minister, flags key industry, trade and tourism issues

Chamber of Commerce raises concerns on power amnesty, land, GST reimbursement and MSME support

Jammu, 27-01-2026: In a pre-budget meeting convened by Hon’ble Chief Minister Sh. Omar Abdullah with different trade and industrial associations, Sh. Arun Gupta, president of CCI, submitted a detailed Memorandum highlighting various Issues pertaining to the industrial sector, the business sector, tourism, and Issues pertaining to the general public.

During Interaction Sh. Arun Gupta vociferously pleaded that all the incentives being provided to the new Industries should be extended to the existing Industry also for their survival. The issues highlighted also include turnover incentives, power amnesty for commercial users, land allotment cancellation issue, creation of new industrial estates and urged that  while allotting land preference should be given to local sons of soil and 50% land should be reserved for those MSME units whose need is upto 8 kanals. He also demanded abolition of negative list, ownership rights for local sons of soil, resolving flour mills issue, late filing of GST reimbursement claims, 3% interest subsidy on working capital loans, purchase preference, freight subsidy on inward and outward supply of raw material and finished goods, acceptance of legal documents attested by notary instead of judicial / executive magistrate.

He further emphasized the need for development of commercial hub for all trades, grant of ownership rights to warehouse traders and land for godown purposes to Warehouse and Kanak Mandi traders. He also pleaded for renewal of lease deed in respect of allottees of Fruit Mandi and Sabzi Mandi besides commercial properties of JDA, JMC and Housing Board. Besides resolving the issue relating to Shiv Market Railway Station and Bahu Plaza

Sh. Arun Gupta also strongly advocated  for regularizing the commercial activities that have come up in residential areas, redeveloping of old unsafe building at Bus Stand into a modern multistory complex and rehabilitation of businessmen presently operating there. The issue relating to Bar/ Restaurants was also highlighted and discussed in the meeting.

Sh. Arun Gupta further stressed to develop Patnitop into a complete tourism hub and rejuvenate the Patnitop Tourism Authority. However Sh. Arun Gupta expressed concern over the undue delay in the completion of ongoing tourism related projects of artificial lake of River Tawi, Beautification of River Tawi front and Mubarak Mandi Heritage complex. Further he expressed urgent need to start the work on the second phase of beautification of river tawi front from Bikram Chowk upstream to Gujjar Nagar. Sh. Arun Gupta also said that there is urgent need to develop Jammu as an independent tourism destination and necessary steps should be taken to develop all the tourism circuits in Jammu besides all the important temples, Gurudwars, Ziarats and Churches etc. be developed as heritage sites to attract tourists.

The other issues highlighted /discussed in the meeting include simplifying the plot subdivision and map approval in Gandhi Nagar, development of residential colonies and commercial markets to meet the population growth.  He also urged to resolve the issue relating to Gair Mumkin Khads.  While highlighting the Issue relating  to decongestion of traffic in Jammu City Sh. Arun Gupta stressed the need to construct flyovers from Jewel Chowk to Canal Head and KC Chowk to Amphalla besides construction of subways / overhead bridges at Jewel Chowk,  Bus stand, Kachi chawni, Balwinder Chowk etc.

He also emphasized strategic necessity to prioritize development of Play grounds in Jammu.

The Hon’ble Chief Minister Sh. Omar Abdullah in his reaction assured that all the issues raised by the various organizations in today’s meeting shall be taken proper care off.
