Centre to Roll Out Nationwide “Sabki Yojana, Sabka Vikas” Campaign from October 2

Special Gram Sabhas across States and UTs to kickstart Panchayat Development Plan preparation for FY 2026–27

The Centre will launch the People’s Plan Campaign (PPC) 2025–26: “Sabki Yojana, Sabka Vikas” Abhiyan across all States and Union Territories on October 2, marking the formal start of the Panchayat Development Plan (PDP) preparation process for the financial year 2026–27.

Since its inception in 2018, the PPC has enabled Panchayats to frame evidence-based, inclusive, and convergent development plans through Special Gram Sabha meetings. These plans reflect local needs while aligning with national priorities, strengthening grassroots democracy and governance.

According to data from the eGramSwaraj Portal, over 18.13 lakh Panchayat Development Plans have been uploaded since 2019–20, including Gram Panchayat, Block Panchayat, and District Panchayat plans. Of these, more than 2.52 lakh plans pertain to the ongoing 2025–26 exercise.

To ensure a smooth rollout, the Ministry of Panchayati Raj has been holding virtual consultations with States/UTs and State Institutes of Rural Development. On September 26, Additional Secretary Sushil Kumar Lohani reviewed preparations and shared implementation strategies.

The Ministry has also directed 20 Line Ministries/Departments to actively engage in Special Gram Sabhas, ensuring convergence of schemes and participatory planning. States and UTs have been asked to activate monitoring platforms, appoint nodal officers, train facilitators, finalize Gram Sabha schedules, and display Public Information Boards before the end of September.

On October 2, 2025, Special Gram Sabhas will formally commence the campaign by reviewing progress on existing GPDPs through digital tools such as eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY, prioritizing unfinished works and ensuring transparency in fund utilization.

The People’s Plan Campaign 2025–26 aims to further strengthen participatory, transparent, and accountable local governance, empowering Panchayats to become drivers of sustainable development.
