Chamber flags Jammu industry crisis before Chief Secretary, seeks urgent relief on key pending issues

Jammu, 16-04-2026: A delegation of the Chamber of Commerce & Industry, led by its president Sh. Arun Gupta called on the chief secretary of the UT of J&K, Sh. Atal Dullo to apprise him of the critical challenges and pending issues currently faced by the trade and industry sector in the Jammu region.

Sh. Arun Gupta brought to the Chief Secretary’s notice the plight of the industrial plot holders who have recently received cancellation and eviction notices despite being unable to commence production due to a lack of basic infrastructure. Many units could not be established within the prescribed period because the industries department failed to develop necessary amenities at the sites.

The chamber president requested that the eviction notices be cancelled immediately. He further suggested that these plot holders be provided a three-year locking period only after the full infrastructure is provided by the concerned agencies.

While acknowledging that a new industrial policy is under consideration, Gupta emphasized the need for an interim support system. He urged that critical benefits including turnover incentives and interest subsidies, should continue until the new industrial policy is finalized and implemented on the ground.

He further requested the Chief Secretary that while developing the new industrial land in J&K 20% land should be kept reserved for the local educated youth. Besides this to boost industrial development special incentives should be provided for the startups.

He further requested the chief secretary to renew the lease deeds in respect of fruit mandi, Sabzi mandi Narwal, and Shiv Market Railway Station Jammu immediately. While getting leasehold rights, these small shopkeepers have paid full premium of allotted land and they have developed the same by themselves with their hard earned money to establish their business. He requested the chief secretary that this issue should be resolved once for all at the earliest.

While discussing the issue of Bahu Plaza Shopkeepers Sh. Arun Gupta apprised the chief secretary that these shopkeepers are facing lot of hardships for no fault on their part. These shopkeepers have been issued allotment cancellation notices by the department, which cannot be justified in any way, as they have paid the full premium amount and the concerned department is even taking regular rent of these shops, so there is a need to settle the issue amicably by devising some modality to settle these cases once and for all.

Sh. Arun Gupta also briefed the chief secretary that there is an urgent need to develop the tourism sector in Jammu on modern lines. However, in case the World Bank is not willing to provide sufficient funds for the development of the tourism sector. Steps are required to be taken for convincing the union government to provide sufficient funds for the promotion of the tourism sector here.
