Chintan Shivir Day 1 Focuses on Governance, Reforms, Youth and Women Outreach
Modi interacts with eight ministerial groups as two day exercise focuses on better coordination, public service delivery and the Viksit Bharat@2047 agenda.
NEW DELHI, Sep 23: The first day of the Modi government’s two-day ‘Chintan Shivir’ focused on strengthening governance, advancing reforms and improving outreach to women and young people through welfare and development programmes, according to sources familiar with the discussions.
The over four hour session also examined ways to make government services more efficient through closer coordination between ministries and departments. Ministers were divided into eight groups, with Prime Minister Narendra Modi interacting with each group and seeking feedback on various aspects of governance.
Modi also shared guidance on priorities and implementation, with discussions covering the delivery of welfare schemes, policy execution and measures to make government systems more responsive to public needs.
Among the key themes were ‘Jan Vishwas Se Jan Aadhaar’, comprehensive reforms across government and priorities linked to the Viksit Bharat@2047 vision. The discussions also covered ease of living, reducing compliance requirements and improving public service delivery.
The conclave is intended to review the progress of welfare programmes and infrastructure projects, assess ongoing work, strengthen coordination and develop the government’s future agenda. Time management and cooperation between ministries were also part of the deliberations.
The Viksit Bharat exercise, which began in 2021, has involved sectoral groups of secretaries working on short- and long-term roadmaps for achieving the 2047 development vision. The process has also included consultations with various stakeholders and several presentations before the council of ministers.
The latest Chintan Shivir brings together the work of secretaries’ groups, ministries, departments, the Cabinet Secretariat and NITI Aayog, providing a platform to review reforms and governance priorities.
A similar ministerial exercise was held on October 21, 2021, when discussions centred on governance and policymaking. The present exercise is also aimed at helping ministers gain a broader understanding of administrative challenges and identify ways to improve implementation.
In recent months, ministers and ministries have received directions to strengthen monitoring and feedback mechanisms, including maintaining live dashboards of activities, reviewing progress regularly and engaging with staff for suggestions.
Earlier this month, Modi also asked ministers to make the official websites of their respective ministries and departments more user-friendly.
