CJI Recommends Lawyers Use Hybrid Mode of Appearance Amid Severe Weather
Supreme Court advises virtual appearances as AQI hits 461, the city’s second-worst December record
New Delhi, Dec 15: Chief Justice of India Surya Kant has advised lawyers and parties-in-person to use the hybrid mode of appearance via video-conferencing for matters listed before the Supreme Court, in view of the worsening air quality in Delhi.
A circular issued by the Apex Court administration on Sunday stated, “In view of the prevailing weather conditions, the Chief Justice of India has advised, if convenient, members of the Bar and parties in person to avail hybrid mode of appearance through videoconferencing facility in their matters listed before the courts.”
The Air Quality Index (AQI) in Delhi soared to 461 on Sunday, marking the city’s most polluted day this winter and the second-worst December air quality on record. Weak winds and low temperatures have trapped pollutants close to the surface. According to the Central Pollution Control Board (CPCB), AQI levels between 401 and 500 are classified as ‘severe’. Health experts have warned that prolonged exposure poses serious public health risks.
Earlier, on November 26, the CJI had considered shifting hearings to a virtual-only mode, citing health concerns after feeling unwell during a brief outdoor walk due to the smog. Currently, the Supreme Court functions through a hybrid mode, allowing proceedings both in-person and virtually.
Justice P.S. Narasimha had also advised lawyers to appear virtually on November 13, citing hazardous air quality in the Delhi-NCR region. The latest advisory emphasizes the need to safeguard the health of court attendees while ensuring continuity of judicial proceedings.
