Confederation Urges Chief Secretary to Address SC/OBC Discrepancy in J&K CCE 2024 Advertisement
Kalsotra Pushes for Fair Representation of SC/OBC in JKAS Posts During Key Meeting with Chief Secretary
Jammu, 14-09-2024: In a crucial meeting held today, R.K. Kalsotra, State President of the All India Confederation of SC/ST/OBC Organisations, J&K, along with Vice President Ramesh Sarmal, met with Sh. Atal Dulloo, Chief Secretary of J&K, to discuss issues surrounding the J&K Combined Competitive Examination (CCE) 2024 advertisement. The primary focus of the meeting was the underrepresentation of Scheduled Castes (SC) and Other Backward Classes (OBC) in the advertised posts, as per the existing reservation roster.
The delegation submitted a memorandum as a follow-up to their previous submission (Ref. no.: AICST/2023-24/101, dated July 27, 2024) to the Chairman of the Public Service Commission (PSC), with a copy endorsed to the Chief Secretary’s office. The key concern raised was the roster discrepancy where SCs were allocated only 6 posts instead of the 7 they are entitled to, and OBCs were given 7 posts instead of 8. Furthermore, the alteration of the roster point for SCs was seen as a deliberate attempt to reduce their rightful representation in the JKAS cadre.
Kalsotra outlined three primary demands during the meeting:

- Immediate rectification of the roster discrepancy.
- Restoration of the original roster point for SCs to ensure fair representation.
- Issuance of a revised advertisement reflecting the correct number of posts for both SCs and OBCs.
Sh. Atal Dulloo acknowledged the concerns and assured the delegation that corrective measures would be taken. He immediately directed Sh. Sanjeev Verma, Secretary, General Administration Department (GAD), to investigate the matter and ensure that justice is delivered to the affected communities.
Kalsotra and Sarmal expressed their appreciation for the Chief Secretary’s swift response and proactive steps toward addressing the concerns. They expressed optimism that the issue would be resolved soon, ensuring proper representation for SCs and OBCs in the upcoming recruitment process. The Confederation plans to continue its advocacy until these discrepancies are corrected and the rights of underrepresented communities are upheld.
