DC Dr. Piyush Singla holds detailed review of Anantnag, Kokernag subdivisions

Computers, printers issued to Tehsils for smooth functioning of e-services

ANANTNAG, FEBRUARY 17: The Deputy Commissioner (DC) Anantnag, Dr Piyush Singla today reviewed the progress of sub division Anantnag and Kokernag at Dakbanglow, Khanabal, here.

The review encompassed progress with regard to Jamabandies and Girdawaris, removal of encroachments, implementation of PSGA, Aap ki Zameen Aap Ki Nigrani , e-services, identification of land and transfer to government departments, office accommodation of revenue officials and deployment of subordinate staff.

The DC emphasized that the focus should be on convenience of the common public and timely resolution of grievances. He directed the SDM and ACR to put in robust mechanisms to ensure that PSGA is implemented on ground in letter and spirit. He also directed the concerned to streamline the delivery of e-services and handhold people to enable them to access services through online mode.

Dr Singla stressed on holding of mutation camps and awareness camps regarding Aap Ki Zameen Aapki Nigraani. He said the novel initiative is an unprecedented intervention and should be made accessible to the people.

Reviewing the state of encroachments and retrieval thereof, the DC directed the officials to prioritise retrieval of encroached land so that the same can be utilized for public purposes.

The DC stressed upon the NTs to attend the court for civil cases and speedup the disposal rate. Stressing for attestation of inheritance mutations, he said that such processes will help in implementation of PM Kisan and similar schemes where land record is an essential document to produce.

Regarding institutional support for smooth implementation of e-services, Dr Singla distributed computers and printers that can be utilized in Tehsil offices. He further directed the concerned officers to share requirements so that necessary equipments can be supplied to them.

Prior to this SDM Kokernag gave a detailed presentation outlining the progress in his jurisdiction. He informed the chair that all 51 jamabandies across both tehsils stand completed and have been forwarded to RDSLR for scanning. He further said that 47 girdawaries have been completed and 4 pending ones are under process.

With regard to removal of encroachments, he said that all entries in revenue records stand expunged and 1525 kanals of land has been retrieved physically and appropriate sign boards have been erected as per directions from Div Com office. Further, Assami wise list of encroachers has been prepared and submitted. He said that a portion of the retrieved land has been identified for setting up Mini Secretariat Kokernag and Tehsil Office Larnoo. Land also has been identified for 4 panchayat ghars.

The progress with regard to disposal of revenue court cases was noted and the Deputy Commissioner set up timelines at Tehsil level for clearance of pendency. He directed the SDM to review the disposal of cases on a regular basis to ensure previous pendancies are cleared in a time bound manner.

The SDM informed the chair that more than 20000 applications received under PSGA have been disposed off during the current financial year. Further, 136 grievances received have also been redressed. In addition to this, more than 100 migrant grievances have been disposed off.

Tehsildar Anantnag highlighted the progress achieved in Anantnag, Mattan and Shangus Tehsils. He said that all the jamabandies have been completed and forwarded to Regional Director Survey and Land Records for scanning and digitization. Some girdawaries are in process of being updated and will be complete in the coming weeks. The chair was informed that a total of 1271 mutations stand completed in the three tehsils in the current financial and several mutation camps were organized for the purpose.

Regarding retrieval of encroachments, 3800 kanals of state land and 4800 kanals of kahcharie land have been retrieved in the three tehsils so far. Regular demolition drives are being organized and substantial progress will be made. The Deputy Commissioner fixed targets for removal of encroachments in each tehsil.

Land has been identified for Achabal, Mattan and Chittisinghpora degree colleges. Lands have also been identified for 6 panchayat ghars, for nayabat office Achabal and Tehsil building Shangus. Mutations for land allotted to Sheep Extension Centre, Veterinary Hospital at Shangus and acquisitions for road connectivity have been completed.

Regarding service delivery and grievance redressal, the participants were informed that 647 grievances have been disposed off so far and there is no pendency under PSGA in any Tehsil at present. The chair stressed on the need to improve the disposal rate of cases in revenue court and set timelines for each nayabat in this regard.

The meeting was attended by ADC Anantnag, ACR, SDM Kokernag, Tehsildar Anantnag, Shangus, Kokernag and Larnoo and other officials of the revenue department.
