Delhi Assembly Issues Notice to Three Senior Punjab Police Officers Over FIR Against Kapil Mishra, Others

Speaker Vijender Gupta issues 48-hour notice, alleges breach of Assembly privilege over use of House video footage

New Delhi, Jan 10: Delhi Assembly Speaker Vijender Gupta on Saturday said notices have been issued to three senior Punjab Police officers, seeking their response within 48 hours over the registration of an FIR against Delhi Law Minister Kapil Mishra and others using a video clip from the Assembly proceedings.

Addressing a press conference, Gupta said the notices were sent to the Punjab Director General of Police, the Special DGP (Cyber Crime), and the Commissioner of Police, Jalandhar, citing a “breach of the privileges of the Delhi Assembly”.

The Speaker termed the use of the Assembly’s video recording  which he said is the exclusive property of the House  as “unfortunate” and stated that the FIR based on such material had hurt the dignity of the legislature. He added that further action against the concerned officers would be decided after examining their replies.

The controversy stems from a video clip shared by Kapil Mishra and several BJP MLAs, alleging that Leader of Opposition Atishi made remarks insulting Guru Tegh Bahadur during a debate in the Assembly earlier this week. The debate related to a Delhi government programme held in November last year to mark the 350th martyrdom anniversary of the ninth Sikh Guru.

Following the circulation of the clip, the Jalandhar Police Commissionerate registered an FIR against Mishra and others for allegedly uploading and sharing an “edited and doctored” version of the video.

Gupta said the Delhi Assembly has sought all relevant documents from Punjab Police, including the forensic report on the basis of which the video was declared doctored. He also accused the Aam Aadmi Party-led Punjab government of misusing the state police machinery for political purposes.

Meanwhile, BJP MLAs have demanded the cancellation of Atishi’s Assembly membership, alleging that her remarks amounted to an insult to Guru Tegh Bahadur.
