DOMA Confederation Chintan Shivir Held at Billawar; Calls for Reservation in Promotion and Restoration of Statehood
Kathua||Billawar|| 20 Sep. : The sixth Chintan Shivir of 2026 of the Dalit OBC Minority Adivasi Confederation (DOMA Confederation), Jammu and Kashmir, was held at Billawar in Kathua district under the chairmanship of DOMA Confederation J&K President Mr. R.K. Kalsotra.
A large number of cadre members and representatives from rural areas of Bani, Basohli, Billawar, Kathua, Udhampur and Jammu participated in the meeting.
The gathering focused on issues concerning the Dalit, OBC, Minority and Adivasi communities, particularly ahead of the forthcoming session of the Jammu and Kashmir Legislative Assembly.
The Chintan Shivir unanimously passed three resolutions:
– Restoration of reservation in promotions for the concerned communities.
– Restoration of statehood to Jammu and Kashmir.
– In the event that the government does not introduce the Reservation in Promotion Bill during the forthcoming Assembly session, DOMA Confederation will organise an Assembly Gherao in Srinagar on September 28.
Addressing the gathering, R.K. Kalsotra said that the forthcoming Assembly session would be an important opportunity for political parties and legislators to demonstrate their position on the issue of reservation in promotions.
He said that the JKNC-led government has a majority in the Assembly, and referred to the support of seven BJP MLAs as well as Congress, which he described as a coalition partner.
Kalsotra said that parties that publicly speak about the welfare of Dalit, OBC, Minority and Adivasi communities should demonstrate their position through action on the issue of reservation in promotions.
Kalsotra further said that the forthcoming Assembly session would be a test of the stated positions of regional and national political parties on the issue.
He urged the government to bring the Reservation in Promotion Bill before the Jammu and Kashmir Legislative Assembly and take steps towards restoring reservation in promotions.
The participants reiterated their commitment to pursuing their demands through constitutional and democratic means and resolved to intensify their programme, including the proposed Assembly Gherao, if their demands are not addressed.
The Chintan Shivir concluded with a call for continued mobilisation and coordinated efforts to raise issues concerning the rights and representation of Dalit, OBC, Minority and Adivasi communities in Jammu and Kashmir.
