Kolkata — The Election Commission (EC) has appointed Bengal’s former home secretary, J P Meena, as an election observer for Tamil Nadu, following his replacement by Sanghamitra Ghosh on Sunday. Meena will oversee the Tiruchirappalli (West) assembly constituency, which has seen alternating victories between AIADMK and DMK over the past decade.

Assignment Details and Timeline

The EC has instructed Meena to upload his photograph to the observers’ portal and generate an identity card to commence his duties. His visit to the constituency is expected next week, ahead of the nomination process starting March 30 and polling scheduled for April 23.

Context and Reactions

A former IAS officer noted that the EC had planned Meena’s transfer out of Bengal earlier, describing the move as unprecedented for a home secretary. “It is clear that the EC’s design was to post him out of Nabanna,” the officer said, emphasizing that home secretaries are rarely assigned observer roles in past elections.

Eligibility and Selection Process

A senior EC official explained that Meena, a 2004-batch IAS officer, is eligible for observer duty since he does not hold the rank of principal secretary. Typically, officers of principal secretary or additional chief secretary rank are not assigned such roles. The selection considers batch seniority rather than current postings, and only officers willing to serve as observers are assigned poll duties.

Other Appointments

Alongside Meena, Public Works Department (PWD) Secretary Antara Acharya and Food and Food Processing Department Principal Secretary Parvez Ahmed Siddiqui have been appointed as observers for other states, continuing the EC’s protocol of deploying IAS officers across poll bound regions.
