FCRA Amendment Bill Tabled in Lok Sabha Amid Opposition Uproar

Government defends move as push for transparency, Opposition raises concerns over sweeping executive powers

NEW DELHI: The Centre on Wednesday introduced the Foreign Contribution (Regulation) Amendment Bill, 2026, in the Lok Sabha amid strong objections from opposition parties, including the Congress and the Trinamool Congress (TMC).

Presenting the Bill, Minister of State for Home Nityanand Rai said the proposed changes are aimed at ensuring transparency and accountability in the use of foreign funds, particularly for welfare-related activities.

The Opposition, however, criticised the move, alleging that the legislation would grant excessive powers to the executive without adequate constitutional safeguards. Manish Tewari of the Congress argued that the provisions could be misused due to lack of institutional checks, while TMC MP Pratima Mondal termed the Bill “draconian” and warned against increased centralisation of authority.

Responding to the criticism, Rai said the amendments would act strictly against those misusing foreign contributions for unlawful activities, including forced religious conversions or personal enrichment. He maintained that the government is committed to preventing misuse of overseas funding and ensuring it is directed towards legitimate purposes.

Despite the protests, the Bill was introduced after it was cleared by the House through a voice vote. The proposed legislation seeks to establish a structured legal mechanism for supervision, management and disposal of foreign contributions and related assets through a designated authority, covering both provisional and permanent arrangements.
