Government Weighs Health Insurance Reforms to Tackle Rising Medical Costs

NEW DELHI, Aug 15: The Centre is considering a series of reforms in the health insurance sector aimed at addressing rising medical expenses, improving transparency and making healthcare coverage more affordable for patients.

The proposed changes come amid concerns over India’s high medical inflation, which is estimated at around 12 to 14 per cent annually. Rising treatment costs have increased pressure on households as well as insurers, prompting discussions on measures to make healthcare pricing more predictable.

Among the proposals under consideration is the standardisation of treatment rates across healthcare providers. A uniform list of admissible medical procedures and treatments is also being examined to bring greater clarity to patients and insurance companies.

Authorities are additionally looking at creating a national health claims exchange that could streamline the processing of insurance claims and improve coordination between hospitals and insurers.

The reforms are expected to address concerns over inconsistent billing practices and reduce delays in settling genuine claims. The proposed framework could also help tackle fraudulent claims, which industry estimates suggest account for a significant share of insurance payouts.

A committee led by the Insurance Regulatory and Development Authority of India (IRDAI), with participation from industry representatives, is expected to finalise its recommendations by the end of the year.

The proposed changes could have a wider impact on India’s healthcare ecosystem by improving price transparency, strengthening consumer protection and encouraging greater participation in health insurance.
