Gurugram Property Registrations Under Scanner: Same PAN Used in 25,000 Deals Worth Rs 55,000 Crore

A seven member Income Tax Department team is examining records of around 25,000 properties registered in Badshahpur tehsil over two years, while officials suspect reporting gaps or a possible technical glitch.

GURUGRAM, Oct 11: Property transactions worth approximately Rs 55,000 crore in Gurugram’s Badshahpur tehsil have come under scrutiny following an Income Tax Department survey that detected discrepancies in records relating to around 25,000 properties, including cases involving repeated use of PAN numbers in registrations over two years, an official said.

The Director (Investigation and Criminal Intelligence) of the Income Tax Department, Chandigarh, has constituted a seven-member team to examine the records at the Badshahpur tehsil office and determine the extent of the suspected irregularities.

According to department officials, information regarding transactions worth nearly Rs 15,000 crore involving approximately 12,000 properties had not reached the department. A subsequent examination of records concerning around 25,000 properties revealed further discrepancies, including unreported transactions and incorrect PAN details.

The transactions under examination are estimated to be worth around Rs 55,000 crore. Officials said the department is reconciling the available records to establish the precise nature and scale of the discrepancies.

The investigation is also examining the roles of tehsildars and naib tehsildars involved in the property registration process. Officials are seeking to determine why details of high-value transactions were not reported to the Income Tax Department and whether PAN information was properly verified during registration.

However, no evidence establishing the involvement of any government official in the alleged irregularities has emerged so far, officials said.

Under the tax reporting framework, a Statement of Financial Transactions (SFT) is used to communicate specified financial transactions, including property deals exceeding Rs 30 lakh, to the Income Tax Department.

The Haryana government has provided SFT data up to May 2026. However, officials said the information received contained gaps and lacked complete transparency, prompting further examination.

Departmental figures indicate that 140 tehsildars submitted their SFT reports ahead of schedule by Thursday, while another 120 filed their reports by the prescribed deadline. The department has stressed the need for timely and transparent reporting and the correction of discrepancies in property registration records.

A senior administrative officer suggested that the repeated appearance of the same PAN number across thousands of property registrations could be the result of a technical problem rather than deliberate wrongdoing.

“It might be some technical glitch only on computer or portal level,” the officer said.

The Income Tax Department’s investigation is continuing, and officials said the findings will help establish whether the discrepancies arose from technical errors, deficiencies in record-keeping or deliberate misconduct. The actual extent and cause of the irregularities will be determined after the verification process is completed.
