India, China Hold First SCO Bilateral Talks in New Delhi, Chart Future Roadmap

Dialogue focuses on security, trade, connectivity, and future direction of regional bloc amid ongoing diplomatic engagement

NEW DELHI, Apr 18: India and China have taken a significant diplomatic step by holding their first bilateral consultations focused exclusively on the Shanghai Cooperation Organisation (SCO) in the national capital on April 16–17. The talks, described as constructive and forward looking, underline a renewed emphasis on multilateral cooperation between the two Asian powers despite broader geopolitical complexities.

The discussions were led by India’s SCO National Coordinator Alok A Dimri and China’s National Coordinator Yan Wenbin, reflecting the importance both sides attach to the SCO framework as a platform for dialogue and regional stability.

According to the Ministry of External Affairs (MEA), the consultations focused on reviewing the implementation of decisions taken by SCO leaders in recent summits while also exploring the organisation’s future trajectory in an evolving global order.

The two delegations exchanged detailed views on how to enhance coordination within the SCO, particularly in areas such as regional security, economic cooperation, connectivity initiatives, and people to people exchanges. These discussions come at a time when multilateral institutions are being increasingly seen as critical tools for addressing cross border challenges.

A key highlight of the consultations was a joint meeting with Sibi George, Secretary (West) at the MEA. During this interaction, both sides reviewed ongoing cooperation within the SCO framework and reaffirmed their commitment to strengthening engagement across multiple sectors.

Officials noted that the dialogue was aimed not only at assessing current initiatives but also at identifying new avenues of collaboration. Both countries agreed to continue and deepen consultations on SCO related matters, signaling a shared intent to maintain momentum in their engagement through this regional platform.

The meeting assumes added significance in the context of broader India-China relations, which have witnessed periods of tension in recent years. However, platforms like the SCO provide an avenue for sustained diplomatic engagement, allowing both sides to work together on common regional and global concerns.

The SCO, a major Eurasian political, economic, and security alliance, currently comprises ten member states, including India, China, Belarus, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan. The organisation also engages with several observer states and dialogue partners, making it a key player in shaping regional cooperation.

India became a full member of the SCO in 2017, after over a decade as an observer since 2005. Since then, New Delhi has actively contributed to the organisation’s agenda, hosting key meetings and promoting initiatives aimed at fostering inclusive growth and regional stability.

During its tenure as chair, India introduced the concept of a ‘Secure SCO,’ an approach that emphasizes security cooperation, economic development, enhanced connectivity, unity among member states, respect for sovereignty and territorial integrity, and environmental sustainability. This framework has guided many of the organisation’s recent initiatives.

In addition to traditional areas of cooperation, India has also sought to expand the SCO’s scope by introducing new focus areas. These include promoting innovation and startups, strengthening collaboration in traditional medicine, advancing science and technology partnerships, empowering youth, and highlighting shared cultural and historical links such as Buddhist heritage.

The latest consultations in New Delhi reflect a pragmatic approach by both India and China to engage constructively within multilateral settings, even as they navigate complex bilateral dynamics. Analysts believe such interactions could help build trust and facilitate cooperation on issues of mutual interest.

As the global geopolitical landscape continues to evolve, the SCO remains a vital platform for fostering dialogue, managing regional challenges, and promoting economic integration. The commitment shown by India and China during these consultations suggests that both countries recognize the value of sustained engagement within this framework.

With both sides agreeing to continue regular consultations, the India-China SCO dialogue is expected to play an increasingly important role in shaping the organisation’s future direction and enhancing regional cooperation in the years ahead.
