Jammu Kashmir Medical Employees Federation’s Call for Urgent Action: Unveiling the Critical Healthcare Employee Issues

 On October 8th, 2023, the Jammu Kashmir Medical Employees Federation, led by Mr. Sushil Sudan, President, and a member of the Pharmacy Council of India, addressed a range of critical issues confronting healthcare workers in the region:

    1. Release of Promotion List: One pressing concern brought to the forefront is the delayed release of the Promotion List. It has been noted that the Departmental Promotion Committee (DPC) convened three months ago, yet the list for promotions has not been made available to date. The federation urges the relevant authorities to expedite the publication of the promotion list, as this is crucial for the professional growth and morale of healthcare employees.
    2. Resolution of 2211 Head Salary Issue: Another longstanding issue that demands immediate attention is the delay in salary disbursement for female multipurpose health workers, often referred to as the 2211 Head Salary Issue. Despite numerous representations, this issue has persisted for several months, causing financial hardship to these dedicated workers. The federation implores the government to promptly address this matter and permanently resolve the salary disbursement problem by allocating funds from the state treasury. This action will alleviate the financial burdens faced by female multipurpose health workers and allow them to meet their daily expenses without undue difficulty.
    3. Compassionate Treatment for Terminally Ill Employees: The Directorate of Health Services (DHS) recently collected data to facilitate the relocation of employees who have completed five years of service at a specific location. While this initiative is commendable, the federation urges the government to consider the unique circumstances of terminally ill employees and those approaching retirement age when implementing such reassignments. Compassion and flexibility in these cases will ensure humane treatment and support for healthcare workers facing challenging circumstances.
    4. GP Fund Disbursement: The General Provident Fund (GP Fund) is a vital financial resource for employees, especially for their post-retirement financial security. It is imperative that the final GP Fund payment be disbursed within 15 days after an employee’s superannuation. This timely disbursement is essential to enable retired employees to meet their social and domestic obligations without undue delays or financial strain.
    5. Appointment of a Permanent Director for the Health Department: The federation strongly advocates for the appointment of a permanent director within the Health Department. The current practice of having an interim director has proven ineffective in efficiently managing the department, leading to dissatisfaction among both the public and employees. The appointment of a permanent director is seen as a crucial step toward better governance and the effective administration of healthcare services.

The Jammu Kashmir Medical Employees Federation earnestly implores the government to carefully consider and address the legitimate concerns and grievances of healthcare employees. The well-being and professional satisfaction of these dedicated workers are essential for maintaining the quality of healthcare services in the region.
