J&K Assembly adjourned sine die after nine-day session, five key bills passed

SRINAGAR, Oct 31: The Jammu and Kashmir Legislative Assembly was adjourned sine die on Friday by Speaker Abdul Rahim Rather, marking the conclusion of a nine-day session that combined legislative business with electoral proceedings for four Rajya Sabha seats from the Union Territory.

The session witnessed a balanced mix of debates, legislative discussions, and procedural work, largely conducted in an orderly manner except for a brief disruption toward the end. A total of five government bills were passed, while two private members’ resolutions were taken up for discussion, reflecting active participation by legislators across party lines.

According to official figures, the Assembly Secretariat received 732 questions from members. Out of these, 682 were admitted, and 29 were discussed in detail during the sittings. Legislators also raised 73 supplementary questions, highlighting a wide range of administrative and public interest issues. Additionally, 97 Zero Hour matters were brought before the House, underscoring the members’ enthusiasm to raise constituency-related and governance concerns.

Media reports indicate that 14 new private bills were submitted during this session, while 33 from earlier sessions remain pending. Out of the 41 private bills listed for deliberation, eight were taken up and subsequently withdrawn after government assurances or defeated through voice vote during the introduction stage.

The Assembly Secretariat also received 67 calling attention notices, with 10 of them taken up for discussion. Fourteen private member resolutions were admitted during the session, though only one could be passed before adjournment.

The otherwise smooth proceedings were briefly disrupted when Bharatiya Janata Party legislators staged a walkout from the House. The protest came after Speaker Rather rejected an adjournment motion moved by Udhampur MLA Pawan Gupta, who sought an immediate discussion on the plight of flood victims in Jammu and Kashmir.

Concluding the session, Speaker Abdul Rahim Rather expressed his gratitude to all legislators for their cooperation and disciplined conduct throughout the proceedings. “I thank all members for their valuable participation and support in ensuring the smooth functioning of the House,” he remarked.
