J&K Government Clears Over ₹18,000 Crore Liabilities in 2025–26, Says CM Omar Abdullah

Dues to contractors, retirees settled through structured system; treasury bills cleared at regular intervals

JAMMU, Mar 31: Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday informed the Legislative Assembly that the government has been consistently settling its financial obligations, disbursing over ₹18,382 crore during the financial year 2025–26.

Responding to a query raised by BJP MLA Sham Lal Sharma, the Chief Minister stated that liabilities in the form of treasury bills are being processed and cleared in a timely manner. He emphasized that payments related to contractors and retired employees are released periodically under an established system.

According to official figures shared by the Finance Department, a total of ₹18,382.26 crore has been disbursed so far in the მიმდინარე financial year ending March 31, 2026. The payments span several categories, including ₹7,800.58 crore for contractor bills, ₹5,821.43 crore under the General Provident Fund (GPF), ₹2,864.14 crore towards gratuity, ₹1,123.22 crore for commutation, and ₹773.47 crore for leave salary.

The Chief Minister further noted that most payments under these heads have been cleared up to March 27, 2026, while GPF claims have been settled up to December 31, 2025.

Addressing concerns over pending dues, Abdullah assured that a structured mechanism is in place to systematically clear outstanding liabilities and ensure timely disbursement.

Clarifying the allocation process, he added that funds are distributed and recorded based on specific “Heads of Expenditure” rather than on a regional or divisional basis, with all transactions duly reflected in treasury records.
