J&K Govt Blacklists LMES IT LLP and M.K. Wali Over Fire Services Recruitment Scam

Action follows multi agency probe, ACB FIR, and confirmation of major violations in 2020 Fire & Emergency Services recruitment.

JAMMU, Nov 27: The Jammu and Kashmir Government has blacklisted LMES IT LLP and its key stakeholder, Maharaj Krishan Wali, barring them from participating in any recruitment related tender across the Union Territory after major irregularities were confirmed in the controversial 2020 Fire & Emergency Services recruitment process.

The decision follows a multi-layered inquiry that began in 2022 and included a committee probe and a full fledged investigation by the Anti-Corruption Bureau (ACB). The initial committee, constituted on December 12, 2022, to examine allegations in the recruitment of Firemen and Firemen Drivers, submitted its report on February 10, 2024. With approval from the competent authority, the case was subsequently referred to the ACB for deeper investigation.

After verification, the ACB registered FIR No. 01/2025 at its Central Jammu Police Station, naming LMES IT LLP and scrutinizing the role of M.K. Wali in the tendering and selection process.

The ACB found that LMES IT LLP was ineligible under several mandatory conditions of the e-NIT. Despite being the L-2 bidder with a rate of Rs 179 per candidate, the firm was awarded the contract over the L-1 bidder, M/s UMC Technology Pvt. Ltd., which had quoted a lower rate of Rs 107.50. Investigators noted that the L-1 bidder was neither called for negotiations nor formally accepted or rejected.

The probe also revealed that LMES lacked mandatory experience of conducting recruitment exercises for at least two State or UT police forces or Central Armed Police Forces, as required in the NIT. Further, the company failed to meet the criteria of a reputed vendor, having been incorporated only in November 2017 and unable to provide three years of its own balance sheets and IT returns. Instead, it submitted two years of financial documents from M/s Energy & Software Pvt. Ltd. and only one year of its own records.

A conflict of interest was also flagged. M.K. Wali, who holds 99% shareholding in LMES, had previously served as a resource person for M/s Timing Technologies Pvt. Ltd. (TTPL), whose recruitment process for the Fire & Emergency Services Department in 2018 had already been scrapped by the government with directions to replace the TRP agency. Despite this background, LMES—owned by the same individual was still allotted the 2020 contract.

The ACB concluded that this gave Wali “undue leverage,” aided by departmental authorities.

Following these findings, the Home Department recommended blacklisting under Rule 151 of the General Financial Rules (GFR) 2017, supported by communications dated June 27, 2025, and September 16, 2025. Upon reviewing all reports, the competent authority approved the proposal.

The government has now ordered that LMES IT LLP, with offices in Jammu and Gurgaon, along with M.K. Wali, be barred from participating in any recruitment-related tenders of the Jammu and Kashmir Government henceforth.
