JAMMU, Jan 13: The Jammu and Kashmir Government has introduced the “Procedure for Investigation to be Followed by Officer in Charge of Police Station Rules, 2025,” in line with the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. These comprehensive rules aim to streamline and enhance the efficiency of police investigations while ensuring transparency and accountability.
A key feature of these rules is the emphasis on maintaining a Daily Diary Report to systematically document all offenses reported at the police station, including cases where investigations are deemed unnecessary. This diary serves as an official record of police activities and decisions, fostering better oversight and coordination.
To improve integration with modern technology, the rules mandate that all entries in the Daily Diary Report must be uploaded onto the Crime and Criminal Tracking Networks and Systems (CCTNS) platform. This step ensures that crime data is centrally recorded, accessible, and traceable. Additionally, these reports are to be submitted to the Magistrate every fortnight, enhancing judicial oversight of police operations.
The rules also prioritize communication with complainants. Officers are required to promptly inform individuals about the reasons for not initiating investigations in cases deemed unnecessary. This communication can be made through electronic channels such as email or SMS, or via physical means like written notices. This provision is expected to strengthen public trust in the law enforcement system by ensuring that complainants are not left in the dark regarding the status of their cases.
The introduction of these rules underscores the government’s commitment to modernizing policing practices, leveraging technology, and ensuring greater transparency in the investigation process. This initiative aligns with the broader objectives of the BNSS, 2023, to create a more efficient and citizen-centric approach to law enforcement.
