Jammu, 07-04-2025: In a significant development for the legislative process in the Union Territory of Jammu and Kashmir, Lieutenant Governor Manoj Sinha has granted formal assent to three important bills that were recently passed by the Jammu and Kashmir Legislative Assembly. The information was officially conveyed to the House on Monday by Manoj Kumar Pandit, Secretary of the Jammu and Kashmir Legislative Assembly.
While addressing the Assembly, the Secretary read out the formal communication stating that the Lieutenant Governor gave his assent on March 25, 2025, to three specific legislative proposals that had earlier received approval from the elected members of the House. These bills include the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025 (L.A. Bill No. 1 of 2025), and two separate appropriation bills — the Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 2 of 2025) and the Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 3 of 2025).
The Goods and Services Tax (Amendment) Bill pertains to crucial changes in the existing GST framework in the Union Territory, likely aimed at streamlining tax administration and aligning with recent central-level tax reforms. Meanwhile, the appropriation bills are essential legislative instruments that authorize expenditure from the Consolidated Fund of Jammu and Kashmir for the financial year, thereby enabling the functioning of various government departments and public welfare schemes.
With the Lieutenant Governor’s assent, these bills now stand enacted, becoming law as per the provisions of the Constitution and applicable legislative procedures of the Union Territory.
