Rai's Written Reply to Lok Sabha: Kashmiri Migrant Rehabilitation Progress, Online Grievance Portal, and Social Security Benefits
New Delhi, 12-12-2023 : Union Minister of State for Home Affairs, Nityanand Rai, revealed in a written response to Lok Sabha that, according to data from the Government of the Union Territory of Jammu and Kashmir, 46,631 Kashmiri migrant families, totaling 1,57,967 individuals, are registered with the Relief Organisation (Migrant), J-K, having migrated from the valley due to security reasons. Additionally, some Kashmiri migrant families have moved to other parts of the country.
The government has implemented measures to rehabilitate these migrants, with 5,675 receiving government employment. To accommodate those provided employment in the Kashmir valley, the construction of 6,000 transit accommodation units is underway, with 880 units already completed. An online portal launched in August 2021 allows Kashmiri migrants to register grievances related to encroachment, change of title, mutation, and distress sale.
As of now, 2,924 Kanals and 19.55 Marlas of land have been reclaimed. The government has also issued ration cards and Ayushman Sehat Cards to eligible Kashmiri migrant families, extending benefits like Ladli Beti and marriage assistance. Online services for registration and certificate issuance have been launched, resulting in the issuance of 160,856 domicile certificates, 2,035 Resident of Backward Area (RBA) certificates, 902 EWS certificates, and 31,672 migrant certificates.
