Shah Says Probe into Pahalgam Attack Is Watertight, Praises Agencies at Anti-Terrorism Conference–2025

New Delhi, Dec 27: Union Home Minister Amit Shah on Friday said that Indian security agencies have completed a comprehensive and successful investigation into the Pahalgam terror attack, asserting that the findings will place Pakistan in the dock at international forums.

Addressing the Anti-Terrorism Conference 2025, Shah said the probe carried out by India’s agencies is of such a high standard that “agencies across the world will study it in the coming days.” He added that the Government of India, the country’s security forces and its people have delivered a strong and befitting response to Pakistan sponsored terrorism.

The Home Minister also praised the Jammu and Kashmir Police and other agencies for their investigation into the recent Red Fort car blast, calling their work “excellent” and an example of watertight policing. He said the investigations into both the Pahalgam attack and the Delhi blast go beyond routine policing and reflect outstanding professional standards.

Referring to the April 22 terror attack in Baisaran Valley, Shah said the incident shook the entire nation. He noted that the terrorists aimed to disrupt communal harmony and derail the development and revival of tourism in Kashmir.

However, Shah said that acting on precise intelligence, Indian armed forces neutralised all three terrorists involved, sending a clear and stern message to Pakistan. He added that this was the first terror incident in which the planners of the attack were punished through Operation Sindoor, while the perpetrators were eliminated under Operation Mahadev.

Reiterating Prime Minister Narendra Modi’s zero-tolerance policy against terrorism, Shah said the Anti-Terrorism Conference has evolved into an annual platform to address emerging threats. Over the past three years, he said, the forum has helped generate actionable outcomes that are implemented year-round by the National Investigation Agency (NIA) in coordination with state agencies.

Shah said India has succeeded in building a robust nationwide anti-terrorism grid, but warned that the nature of terrorism is evolving with increased use of technology. He stressed the need for preparedness to counter tech-driven terror threats.

Highlighting improved coordination, Shah said India has set new benchmarks in cooperation and communication through platforms such as the DGP Conference, Security Strategy Conference, N-CORD meetings, and the Anti-Terror Conference.

He said the NIA has developed a common Anti-Terror Squad (ATS) structure and shared it with state police forces, urging all Directors General of Police to implement it uniformly across the country.

The Home Minister also announced three new initiatives, including the release of an updated crime manual prepared by the NIA, and asked state police forces to study and adopt it for investigation and prosecution.

Touching upon organised crime, Shah said criminal networks often begin with ransom and extortion but later link up with terrorist organisations once their leaders flee abroad. He urged all states to effectively utilise the organised crime database under the guidance of the NIA, CBI and Intelligence Bureau to curb such networks.
