Election Commission launches second phase of Special Intensive Revision to verify and update electoral rolls covering 51 crore voters nationwide

New Delhi, Nov 4 — The Election Commission of India (ECI) on Tuesday launched the second phase of the Special Intensive Revision (SIR 2.0), a large scale exercise to verify and update electoral rolls across 12 states and three Union Territories.
The nationwide voter list revision comes just two days before the first phase of the Bihar Assembly Elections. Bihar was also the site of the first SIR phase earlier this year, which led to the deletion of over 68 lakh ineligible names from the electoral rolls following detailed verification.
In this second phase, the SIR 2.0 exercise will cover nearly 51 crore voters across Tamil Nadu, West Bengal, Kerala, Uttar Pradesh, Madhya Pradesh, Rajasthan, Chhattisgarh, Goa, Gujarat, Puducherry, Andaman & Nicobar Islands, and Lakshadweep.
The house-to-house enumeration begins today and will continue until December 4, followed by the publication of draft electoral rolls on December 9. Citizens will have the opportunity to file claims and objections from December 9, 2025, to January 8, 2026, with hearings and verifications set to conclude by January 31, 2026. The final rolls will be published on February 7, 2026.
To ensure thorough verification, Booth Level Officers (BLOs) will visit each household three times. Additionally, to streamline the process and address issues related to migrated voters, citizens can now submit their enumeration forms online, the ECI said.
Chief Election Commissioner Gyanesh Kumar emphasized that the SIR initiative aims to ensure that no eligible voter is left out and no ineligible name remains on the electoral rolls.
As per the official schedule, printing and training activities were conducted from October 28 to November 3, followed by the ongoing enumeration phase (November 4–December 4). The subsequent stages include:

Draft Rolls Publication: December 9, 2025

Claims & Objections: December 9, 2025 – January 8, 2026

Hearing & Verification: December 9, 2025 – January 31, 2026

Final Rolls Publication: February 7, 2026

The ECI reiterated that SIR 2.0 is a crucial step to strengthen the integrity of India’s democratic process by maintaining accurate, transparent, and inclusive voter rolls.
