Speaker Abdul Rahim Rather Constitutes Business Advisory Committee to Streamline Assembly Proceedings and Strengthen Legislative Coordination
Srinagar, Oct 18: In a key procedural development ahead of the upcoming session, Speaker of the Jammu and Kashmir Legislative Assembly, Advocate Abdul Rahim Rather, on Saturday announced the formation of the Business Advisory Committee (BAC), the apex body responsible for scheduling, regulating, and coordinating the conduct of legislative business.
The committee, chaired by Speaker Rather, comprises a diverse mix of political leadership across party lines, reflecting the inclusive and consultative spirit of the Assembly. The members include Leader of Opposition Sunil Kumar Sharma, Ali Mohammad Sagar, Mubarak Gul, Mohammad Yousuf Tarigami, Gulam Ahmad Mir, Sajad Gani Lone, Mir Mohammad Fayaz, and Choudhary Mohammad Akram.
According to Assembly officials, the BAC’s primary mandate is to plan and manage the legislative agenda, including the sequencing of bills, motions, and discussions, while ensuring smooth coordination between treasury benches and the opposition. The committee serves as a vital bridge between the Speaker’s office and political parties, enabling consensus-building on procedural and scheduling matters to ensure efficient functioning of the House.
Speaker Abdul Rahim Rather said the committee’s composition symbolizes a broad-based approach to legislative governance. “The Business Advisory Committee embodies the collective wisdom of the House. It ensures that legislative business proceeds in a structured, time-bound, and harmonious manner. The diversity of its members guarantees that all voices, ruling and opposition are equally represented in shaping the agenda,” he stated.
Officials emphasized that the formation of the BAC is a crucial procedural step that precedes every legislative session. The committee determines the calendar for government and private members’ business, allocates time for debates, and ensures that important public issues receive adequate discussion on the floor of the House. It also helps prevent disruptions by facilitating pre-session dialogue between political groups.
