Urban administration and development underwent a radical change with the introduction of the Smart Cities Mission in 2015. Jammu and Srinagar are two of the 100 cities that were chosen after a difficult two-stage challenge process. They are outstanding instances of modern urban renewal. By July 2024, Jammu had finished 117 projects and Srinagar had finished 132, showing tremendous advancements in the creation of smarter, more liveable, resilient, and sustainable cities.
Through innovative approaches, the Smart Cities Mission seeks to improve urban infrastructure, guarantee a respectable standard of living for residents, and promote a clean and sustainable environment. This ambitious goal is being fulfilled in the UT of J&K thanks to the combined efforts of Srinagar Smart City Limited and Jammu Smart City Limited, the Special Purpose Vehicles established to carry out these intricate and varied projects. These initiatives require a substantial financial investment. The financing numbers show a significant investment in these cities’ transformation in terms of mobility, environment, public safety, resilience to disasters, health, education, housing, water, sanitation, and waste management, among other aspects of urban administration. The present work is equally impressive; 32 projects valued at Rs 446.85 crore are being worked on in Srinagar, and 10 projects worth Rs 195.76 crore are being worked on in Jammu. Together, to finish the 42 remaining projects, totaling Rs 642 crore, by March 31, 2025, the latter date that the Union Ministry of Housing and Urban Affairs has set. The Smart Cities Mission’s overarching goal is to develop smart solutions-driven cities that offer their residents a respectable standard of living, fundamental infrastructure, and a clean, sustainable environment. In Srinagar and Jammu, this vision is being diligently followed. Jammu and Kashmir’s Housing and Urban Development Department is closely observing developments, and problems are being resolved at the highest levels of government. The Chief Secretary serves as the chair of a High Powered Steering Committee at the Union Territory level, which supervises the SPVs’ project implementation and makes sure the extended deadline is adhered to. The fact that the Lieutenant Governor calls regular meetings to evaluate progress shows how important this mission is to him. An Apex Committee led by the Secretary of the Ministry of Housing and Urban Affairs (MoHUA) oversees the Smart Cities Mission’s implementation nationwide and provides ongoing oversight. The MoHUA nominee directors serving on the boards of SPVs are essential in keeping an eye on the developments in their individual cities. The Ministry uses a range of tools, including field visits, video conferences, review meetings, and regional workshops, to evaluate performance and offer suggestions for development. These initiatives make sure the cities stay on course and pursue excellence in intelligent solutions. The Smart Cities Mission places a high priority on the project’s quality. As per the guidelines, the SPVs are required to keep an eye on quality control matters, evaluate them, and resolve any difficulties that may emerge. In order to guarantee the caliber of the work, academic institutions, and outside organizations are frequently consulted. The projects are cleverly planned, utilizing cutting-edge technology like data systems, IoT, and communication infrastructure along with suitable design standards. To guarantee consistency and adherence to strict standards, the mission offers example RFPs, model policies, standard operating procedures, and project implementation instructions.
India’s urban future may be seen in the way the Smart Cities Mission is transforming Jammu and Srinagar.
