J&K Assembly Issues Show-Cause Notice to MLA Waheed Para Over Social Media Post on PSA Detention
Assembly clarifies procedural role, warns MLA against statements undermining institution, response required within seven days
Srinagar, Sep 12: The Jammu and Kashmir Legislative Assembly Secretariat has issued a show-cause notice to Pulwama MLA Waheed-ur-Rehman Para for allegedly making “misleading” and “factually incorrect” remarks on social media regarding the PSA detention of Doda MLA Mehraj Din Malik.
The notice, issued under No. LA-3657/Legn/2025 dated September 10, states that Para’s comments were perceived as casting aspersions on the impartiality of the Speaker’s office and undermining the dignity of the Assembly as an institution.
The development follows a communication from Doda District Magistrate Harvinder Singh, IAS, regarding Malik’s detention under the Public Safety Act. In compliance with procedural rules, the Assembly Secretariat issued a bulletin notifying members about the detention.
Para later posted on social media platform X, alleging that the Secretariat had “endorsed” Malik’s PSA detention and calling it a “direct assault on democracy.” The Assembly Secretariat clarified that it had merely published the bulletin as per procedural requirements and had no role in the detention.
The notice emphasizes that impartiality is a fundamental attribute of the Speaker’s office and warns that public statements implying bias could amount to a breach of privilege or contempt of the House. Para has been given seven days to explain his position in person or in writing; failure to comply may lead to initiation of breach of privilege and contempt proceedings.
