White House Unveils Peace Plan to End Gaza Conflict

Proposal calls for deradicalisation, redevelopment, prisoner exchanges, and international oversight

Washington, Sep 30 : The White House on Monday unveiled a comprehensive peace plan to end the two year old Gaza conflict, following a meeting between US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu.

The plan envisions Gaza as a terror free, deradicalised zone that poses no threat to its neighbours and undergoes large-scale redevelopment. If both parties accept the proposal, hostilities would end immediately, Israeli forces would withdraw to agreed lines, and all military operations including aerial and artillery bombardment would be suspended.

According to the framework, all hostages, alive and deceased, must be returned within 72 hours of Israel’s public acceptance of the deal. In exchange, Israel would release 250 life term prisoners and free 1,700 Gazans detained after the October 7, 2023 attacks, including women and children. For every deceased Israeli hostage returned, the remains of 15 Gazans would also be released.

The peace plan also offers amnesty for Hamas members who disarm and commit to peaceful coexistence. Those choosing to leave Gaza would be provided safe passage, while immediate humanitarian aid including infrastructure repair, hospital rehabilitation, and food supply would be channelled through the UN, Red Crescent, and independent international agencies.

Governance of Gaza would temporarily shift to a technocratic Palestinian committee overseen by an international body, the “Board of Peace,” chaired by President Trump and including global leaders such as former UK Prime Minister Tony Blair. This body would coordinate redevelopment, investment, and security until the Palestinian Authority is reformed and ready to assume control.

The plan further outlines the creation of a special economic zone to attract investment, a demilitarisation process with international verification, and the deployment of an International Stabilization Force (ISF) to train Palestinian police, secure borders, and coordinate with Israel and Egypt. Importantly, the US stressed that Israel will not occupy or annex Gaza under this arrangement.

An interfaith dialogue initiative is also proposed to promote tolerance and peaceful coexistence, with the ultimate goal of enabling conditions for Palestinian self determination and statehood.

The White House emphasised that if Hamas rejects the proposal, aid and redevelopment efforts would still proceed in territories secured by the ISF.
