NC Candidate Declares ₹14.31 Crore Net Worth, Emerges as Richest in Budgam Bypoll Race

PDP’s Agha Muntazir Mehdi Poorest Among Budgam Candidates, Declares ₹2.37 Lakh Assets

Srinagar, 20-10-2025: The financial disclosures of candidates contesting the Budgam Assembly by-election have revealed a striking disparity in wealth among the contenders, underscoring the socioeconomic diversity of those seeking public office. According to the affidavits submitted to the Election Commission, National Conference (NC) candidate Agha Syed Mahmood Al-Mousavi has emerged as the richest, declaring total assets worth approximately ₹14.31 crore. At the same time, People’s Democratic Party (PDP) nominee Agha Syed Muntazir Mehdi reported the lowest assets, valued at just ₹2.37 lakh.

Al-Mousavi, a former legislator and businessman, disclosed movable assets worth ₹28.02 lakh in his name and ₹23.58 lakh under his spouse’s ownership. His immovable assets, valued at ₹15 crore, include agricultural, commercial, and residential properties in Budgam. The NC candidate, who holds a Bachelor’s degree in Arts, also declared liabilities amounting to ₹97.69 lakh, primarily in the form of loans against property, and an annual income exceeding ₹52 lakh from business, rent, and pension.

J&K Apni Party candidate Mukhtar Ahmad Dar followed with assets totaling ₹9 crore and liabilities of ₹6.59 crore, resulting in a net worth of around ₹2.37 crore. His wealth primarily comprises agricultural and non-agricultural landholdings, while his liabilities are mainly linked to business loans. Dar, who has declared an annual income of ₹13.55 lakh, also has one pending criminal case related to cheating and lists his highest educational qualification as matriculation.

Independent candidate Muntazir Mohi Ud Din, formerly associated with the Apni Party, declared movable assets worth ₹95,000 and immovable property valued at ₹1.88 crore, largely inherited. With no declared liabilities, Mohi Ud Din lists pension as his only source of income and holds a Bachelor’s degree in Arts.

Nazir Ahmad Khan, another Independent and a former DDC Budgam Chairman, declared total assets worth ₹1.35 crore. His movable assets amount to ₹23.35 lakh for himself and ₹3.90 lakh for his spouse, while his immovable assets, valued at ₹1.12 crore, include agricultural land and a leased residential house in Srinagar. Khan, who studied up to the 10th standard, reported income from horticulture and agriculture as “not assessable” for tax purposes.

Parvez Ahmad Mir of the Republican Party of India (A), an IT professional and businessman, reported assets totaling ₹1.03 crore. His movable assets include ₹2.89 lakh in his own name and ₹22.22 lakh for his spouse, largely in cash and gold. He also owns an inherited house valued at ₹1 crore, while his spouse owns property worth ₹1.20 crore. Mir has no liabilities and reported an annual income of ₹5 lakh from business and professional activities.

At the other end of the financial spectrum, BJP candidate Agha Syed Mohsin declared a negative net worth of ₹91,000, indicating that his liabilities exceed his assets. He reported movable assets worth ₹1.55 lakh and liabilities of ₹2.46 lakh, with no significant immovable property. Mohsin earns an annual income of ₹4.27 lakh from farming and faces one pending criminal case related to assault on a public servant and criminal intimidation.

Meanwhile, PDP’s Agha Syed Muntazir Mehdi, holding an LLM degree, declared the least assets among all candidates, ₹2.37 lakh in bank deposits. Aam Aadmi Party (AAP) candidate Deeba Khan declared ₹30.95 lakh in movable assets, primarily jewelry, while her spouse reported assets worth ₹26.89 lakh. She holds a Master’s degree in Political Science.

The financial declarations offer a revealing snapshot of the diverse economic profiles contesting the Budgam bypoll, ranging from affluent businessmen and seasoned politicians to modest-income professionals and farmers.
