Jammu and Kashmir Government Sets Timeline for Repatriation of Officers from Ladakh as per Fresh Guidelines

19-04-2023 : The Jammu and Kashmir Government has issued fresh guidelines for the deputation of officers to Ladakh, a Union Territory in India. The Lieutenant Governor (LG) has directed that officers who have completed their two-year tenure in Ladakh must be repatriated within the next one month, as per the policy guidelines issued by the General Administration Department on December 1, 2022.

The LG has emphasized that timely decisions should be taken on pending representations regarding repatriation on health grounds. These representations should be examined as per the provisions of the policy, and a clear view or stand should be taken on them within the next one month, with an intimation to the officers/employees who have made the representations.

Furthermore, the LG has instructed that representations made by employees for repatriation from Ladakh on other grounds should also be decided expeditiously, and the decisions should be conveyed to the concerned employees in a timely manner.

To ensure smooth implementation of the policy, all administrative secretaries have been directed to take immediate necessary action, including submitting proposals for repatriation of employees who have completed two years of tenure in Ladakh and proposing suitable replacements as per the Deputation Guidelines within one week. The proposals will be considered by the Competent Authority, keeping in view that all such cases have to be decided in the month of April, in accordance with the Transfer Policy and Deputation Guidelines.

The LG has also emphasized that efforts should be made to ensure adherence to the timelines and provisions of the policy, and decisions on representations under other categories concerning repatriation should not be allowed to languish for a long period of time. In the future, all efforts should be made to ensure timely decision-making in accordance with the policy guidelines.

Additionally, the Administrative Secretary of the Health and Medical Education Department has been requested to facilitate the conduct of a Special Standing Medical Board for all cases referred in the third week of April, with an intimation to the relevant department. This is to ensure that the cases are decided by the end of April 2023, as per the timeline set by the policy.

The fresh guidelines issued by the LG of Jammu and Kashmir aim to streamline the process of deputation of officers to Ladakh and ensure timely decision-making on repatriation cases, particularly those related to health grounds. The instructions also emphasize adherence to policy guidelines and timelines to facilitate efficient administration and management of human resources in Ladakh.
