PHDCCI Jammu Chapter Urges Extended NCSS Deadline in Key Industry Recommendations to Minister Meghwal

The PHD Chamber of Commerce and Industry Jammu Chapter extends its heartfelt gratitude to Shri Arjun Ram Meghwal, Hon’ble Minister of Law and Justice, Government of India, for the opportunity to present vital suggestions and recommendations concerning the development of industries in Jammu. The Chamber emphasizes the urgent need for an early clarification regarding the extension of the NCSS application period, currently set to end on September 30, 2024. Extending this deadline and increasing the budget allocation will enable more investors to strategically plan their investments in Jammu and Kashmir. Additionally, it is crucial to ensure that existing industries, particularly those owned by local entrepreneurs, benefit from the packages. The Chamber recommends reserving 30% of land and package funds specifically for local industrialists. Despite 345 local units applying for the NCSS scheme, only about 10-15 have received benefits. Extending the package will ensure that more local businesses can thrive.

The Chamber also advocates for parity in benefits between new and existing units. Existing units should receive the same incentives as new ones, and should be allowed to upgrade under the new package on their current premises. This approach will create a level playing field and prevent any disadvantage to established businesses. Addressing the need for skilled labour, the Chamber calls for comprehensive programs to skill local youth and connect them to job opportunities in the manufacturing sector. This initiative is crucial for fostering employment and growth within the region. Furthermore, as larger industries establish themselves in the area, the Chamber proposes a mandatory 30% reservation for local unit holders as ancillary units to these larger enterprises. This will ensure that local businesses benefit from the growth and development brought by larger companies.

Rahul Sahai Chair PHDCCI Jammu also highlights the need for expedited resolution of land issues in Balol, Kartholi, and Logate. The majority of land, sized 2-3 kanals, should be handed over to local domiciles after the balance premium is paid. This will enable local entrepreneurs to take full advantage of the central NCSS package. Finally, to promote tiny, micro, and small industries, the Chamber recommends specific safeguards and budget allocations. These industries, run by local domiciles, have been integral to the region’s economy and should receive price preferences in GEM to ensure their continued growth and sustainability. Shri Arjun Ram Meghwal, Hon’ble Minister of Law and Justice, Govt Of India assured the chamber that he will definitely put forth these important points in front of Hon’ble Prime Minister and other important persons in Delhi.
