AAP Raises Concerns Over Deliberate Ignoring of Violations of Govt Orders Related to Gair Mumkin Khads by Land Mafia and Revenue Officials

15-02-2023 : A meeting of AAP was held at Party office Laxmipuram-Chinore, Jammu, under the Chairmanship of Sh. Kuldeep Kumar Rao, State Organization Building & Manifesto drafting Committee Member, AAP-J&K-UT. The meeting was attended by S/Sh. Romesh Lal Bhagat, Vice President District Jammu Rural, Smt. Sudesh  Kumari, Panch & President Women wing District, Jammu Rural, Smt. Kavita Devi, Panch, village Badgal  Khurd, Ram Lal, Bodh Raj, Ravi Kumar, Chenta Devi, Charan Dass, Rattan Lal, Amar Jit (Toni), Arun Kumar, Parvesh Sharma, Parveen Kumar, Baboo Chib, Sham Lal Mistri, Totu Verma, Faqir Chand, Ex-Capt. Amar Nath, Sansar Chand & Pt. Mohan Lal . The local AAP leaders & inhabitants of Village  Badgal, Tehsil Akhnoor, District, Jammu said that ,as mockery on the part of Jammu district administration, scammers’ nexus of revenue department officials & local land mafias of village Badgal Khurd & village Dhok Jagir of tehsil Akhnoor is unpunished & uncontrolled despite a SDM level enquiry against a genuine complaint of locals wherein illegal change of classification of KHAD land to manage it’s illegal sale was reported.

In the larger interest of water bodies protection, flood control, pollution & overall safety of the local population, Financial Commissioner Revenue had issued an order vide no. FC/LS/Misc-1648/97 Dated: 22-12-1997 to ban the sale or classification of KHAD lands within J&K, Later on land mafias & owners of said KHAD kind of lands raised their voices against the above said order of Financial Commissioner while calling it unjustified. About 6-7 years back, J&K Govt’s revenue department had decided to constitute division level committees for managing ground survey of such KHAD lands while ensuring all the needed protective measures including passage of flood water so that rights of the remaining areas of said KHADS be restored to the respective owners but as usual, nothing was done in this regard with the result confusion like situations arise everywhere. Though it is unplanned without any comprehensive policy, J&K LG administration has now initiated against encroachment of state lands but it is still mum on other related sensitive issues directly concerned with overall survival of human being & animals as well.

AAM AADMI PARTY appeals LG regime to order for the time bound completion of said survey of KHAD lands till then strict orders be issued to the district administrations for stopping the manipulated sale of KHAD lands by changing the classification in revenue records.
