FOIJ appeal to LG Manoj Sinha to issue directions for handing over developed land to investors instead of undeveloped land

25-02-2022 : Sh. Lalit Mahajan, Co-Chairman, Federation of Industries Jammu draw the kind attention of Hon’ble Lt. Governor Sh. Manoj Sinha towards the Land Allotment Orders issued by the J & K SIDCO/SICOP for the allotment of Land in the UNDEVELOPED notified Industrial Areas as per the details available on the PORTAL by charging the Full Land Premium along with three Years Lease Rent and Maintenance  Charges without any tentative Schedule of handing over of Developed Land with Roads, Power and other requisite Infrastructure for the setting up of Industrial Units by the prospective Investors.

J&K SIDCO and SICOP already started the process for the allotment of Land in the Industrial areas as notified “UNDEVELOPED” and issued the Land Allotment Orders by demanding the Full Premium along with Three Year Lease Rent and Maintenance Charges with the directions to deposit the same within 60 days

 It is a matter of great concern that J&K SIDCO and SICOP  already started the process for the allotment of Land in the Industrial areas as notified “UNDEVELOPED” and issued the Land Allotment Orders by demanding the Full Premium along with Three Year Lease Rent and Maintenance Charges with the directions to deposit the same within 60 days to avoid the cancellation of Land Allotment Letter in spite of the Facts that the said land is without any basic Infrastructure like Roads/Power Supply and the approach Roads suitable for the movement of Industrial Goods and Land acquisition process also is still in progress in some Industrial Areas. Mover over no tentative schedule is being given for the handing over of the Developed Land for the setting up of Industrial Units which will be resulting into the delay in the setting up of Industrial Units by the prospective Investors.

 It is pertinent to mention here that Industries Department is giving three years time for the setting up of Industrial Units to avoid the cancellation of allotted Industrial Land but J & K SIDCO/SICOP is offering the UNDEVELOPED Land to Prospective Investors without any Infrastructure due to which it is not possible for the Units to start the production within the time frame given by the Industries Department.

 It is worthwhile to mention here that in other parts of our Country Industrial Land always offered fully developed to establish their unit to Prospective Investors in developed Industrial Areas due to which the Prospective Investor plan the start of their production in a time-bound manner whereas in JKUT the land is being offered without any requisite Infrastructure which may be resulting into the delay in the setting of their projects as no time limit has been set to hand over the developed land to the investors resulting into Substantial Increase in the Project Cost of the Units in compare to the Project Report already submitted by the investors at the time of submission of the request for the allotment of land & we fear that number of Investors may opt of shifting of their project to other parts of the country in the developed Industrial Estates.

 We request Sh. Manoj Sinha Hon’ble Lt. Governor to issue necessary directions for the allotment of developed Land to the prospective Investors after creating the requisite infrastructure in a time-bound manner and the Land Premium, Lease Rent, and Maintenance Charges should be collected by J & K SIDCO/ SICOP at the time of offering DEVELOPED LAND in the Notified Industrial Areas after creating necessary Infrastructure.
