Jammu, April 18: In a decisive move aimed at safeguarding public order and curbing habitual criminal behavior, Jammu and Kashmir Police have detained a repeat offender from Arnia under the stringent provisions of the Public Safety Act (PSA). The accused, Raman Kumar, a resident of Kathar in the Arnia area of Jammu district, has been identified as a chronic lawbreaker whose continued involvement in criminal activities has become a growing concern for both residents and law enforcement agencies.
According to a senior police official, Raman Kumar has a long history of violent and unlawful conduct, with multiple First Information Reports (FIRs) registered against him. Despite numerous arrests in the past, the accused showed no signs of reform and persisted in engaging in disruptive and illegal acts, thereby threatening public peace and endangering community welfare.
Authorities noted that conventional punitive and rehabilitative legal approaches had failed to deter him. “Given the recurring nature of his criminal activities and the failure of routine legal interventions, the authorities were compelled to seek preventive detention under the Public Safety Act,” the official stated.
Acting on the recommendation of law enforcement, the District Magistrate of Jammu issued a PSA warrant against the accused, citing the urgent need to prevent him from further disturbing the public order. The warrant was formally executed on April 17, 2025. Subsequently, Raman Kumar was transferred to District Jail Udhampur, where he will remain in custody under preventive detention.
The Public Safety Act, often invoked in Jammu and Kashmir in cases involving threats to public order and national security, allows for the detention of individuals without trial for a period of up to two years in certain circumstances. In this case, law enforcement officials emphasized the legal necessity of invoking the PSA as a last resort after all other legal avenues had been exhausted.
The detention is seen as part of a broader effort by the Jammu and Kashmir Police to reinforce public confidence, especially in areas where repeated criminal activity has led to unease and insecurity among the local population. Officials assured that efforts are being intensified to identify and take action against individuals who repeatedly challenge the rule of law and disturb the harmony of civil society.
