J&K’s Vision for AI-Driven Public Solutions

In a momentous stride towards technological integration and governance enhancement, Chief Secretary Atal Dulloo spearheaded a comprehensive evaluation of a proposal designed to introduce revolutionary interventions in the IT sector. This collaborative endeavour, conducted in conjunction with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG) under the Ministry of Electronics & Information Technology (Meity), seeks to usher in the era of Artificial Intelligence (AI) solutions within the administrative framework of Jammu and Kashmir (J&K). The convened meeting, graced by various principal secretaries, commissioners, secretaries, and other pertinent officers, reflects a forward-thinking approach to leverage cutting-edge technology for an elevated standard of public service delivery.

Chief Secretary Dulloo underscored the timeliness of providing tailor-made AI solutions to effectively address prevailing public issues. In an era where technology has pervaded every facet of daily life, aligning administrative processes with advanced technology becomes not only relevant but imperative. He advocated for a systematic approach, urging various departments to actively contribute to the PM Gati Shakti portal, prioritize identified problem statements, and proactively seek AI-based customized solutions. The emphasis extended beyond preparing for future challenges, as Chief Secretary Dulloo directed a re-evaluation of existing G2C online services, with an overarching goal of enhancing user-friendliness, interactivity, and quality monitoring. During the meeting, Commissioner Secretary of IT, Prerna Puri, delineated the proposed interventions, seeking collaboration from BISAG in crucial areas such as the implementation of the Holistic Agriculture Development Program, efficient works execution, public grievances resolution, and comprehensive solutions for tracking public outreach programs. BISAG reciprocated by presenting an array of models devised for the holistic development of J&K, thereby illustrating the vast potential of AI across various governance aspects based on the data generated within the union territory. Keynote interventions spotlighted the development of applications like Village Amenity and Work Execution Directories, the establishment of a robust grievance redressal mechanism, the augmentation of public outreach programs, and the seamless integration of government schemes. BISAG’s commitment to crafting solutions aligned with evolving departmental needs and delivering them at regular intervals underscores a dynamic and responsive governance approach. The success of this collaborative initiative hinges on seamless cooperation between departments, evident in the proactive designation of nodal officers for the efficient transmission of data. Chief Secretary Dulloo’s emphasis on user-friendly services and the modernization of existing platforms seamlessly aligns with BISAG’s commitment to generating Information, Education, and Communication (IEC) videos in local languages, thereby manifesting a holistic and inclusive approach to technological advancements.
