NMC Imposes Heavy Fine on GMC Udhampur, Conditional Renewal of MBBS Seats for 2024-25
Jammu, 21-06-2024 : The National Medical Commission (NMC) has imposed a fine of Rs 12 lakh on Government Medical College (GMC) Udhampur for persistent deficiencies and failure to adhere to the Commission’s guidelines and regulations. Despite these issues, the NMC has granted the renewal of 100 MBBS seats for the academic year 2024-25. However, the NMC has warned that stringent action will be taken if deficiencies persist upon reassessment.
According to official sources, the NMC annually grants the renewal of MBBS seats to medical colleges with valid Letters of Permission (LoP) for MBBS admission, based on the assessment of the Annual Declaration Form uploaded by these institutions on the NMC portal. GMC Udhampur, like other medical colleges with a valid LoP, applied for the renewal of their 100 MBBS seats by submitting the necessary details and data on the NMC portal.
Upon evaluating the annual declaration form, examination videos, and the SAF-C (Self-Assessment Form – Colleges) provided by the college, along with the Aadhaar Enabled Biometric Attendance System (AEBAS) report, the NMC experts identified several deficiencies. Consequently, the NMC issued a show cause notice to the college, instructing the institution’s management to provide a point-wise reply within three days, explaining why their seats should not be reduced for the academic year 2024-25 or why a monetary penalty should not be imposed.
Additionally, the college was given an opportunity to present its explanation regarding the NMC’s observations through a virtual hearing before the Undergraduate Medical Education Board (UGMEB) on May 23, 2024. During the hearing, the college was represented by its Principal. However, the competent authority reviewing the case found the college’s clarifications unsatisfactory and deemed the breaches substantial. Despite this, the NMC decided to take a lenient approach and granted the renewal of 100 MBBS seats, conditional upon the payment of a Rs 12 lakh fine. The NMC also announced that a reassessment would occur after two months, with a warning that stringent actions would be initiated if the identified deficiencies persist.
“The competent authority views your college as a fit case for seat reduction due to non-adherence to the guidelines and regulations issued by the NMC from time to time. Since this is the first time the portal for submitting the Annual Declaration Form has been introduced, a lenient view has been taken. The Board has decided to grant the renewal of 100 MBBS seats for the year 2024-25, subject to the deposit of a fine of Rs 12 lakh as an initial measure. A reassessment will be conducted after two months. If deficiencies persist, stringent actions will be initiated as mandated under MSMER-2023 Chapter-III clause-8 and any other relevant acts and rules,” stated the Director of UGMEB in a recent communiqué to GMC Udhampur.
