Jammu, April 18—JKPCC Chief Tariq Hameed Karra has asked that the prime minister has no moral right to continue in office and should step down following the failure of his government to get through the ill-conceived constitutional amendment bill, aimed at delimitation through the backdoor under the garb of women quota.
Addressing a well attended meeting of party workers at Block Bahu in Jammu, JKPCC Chief said that the Modi government failed to get through its ill-conceived constitutional amendment bill aimed at delimitation, as per their own mechanical formula, under the garb of women reservation, which has already been unanimously passed in 2023 but not implemented, against the demand of Congress and opposition, from 2024 Lok Sabha Elections.
The entire opposition realised the nefarious designs of the BJP government behind the move and opposed it; as a result the official move of the Modi government failed on the floor of the house.
As the Modi government has been defeated in securing the required number to pass the bill, the prime minister has no moral right to continue in office and must step down.
Karra said that Congress is pioneer in bringing reservation for women by implementing 33 percent quota in Panchayat Raj instructions in the country and first passing women reservation bill in Rajya sabha in 2013 but couldn’t succeed due to lack of full support by BJP that time, but it unanimously supported in unanimously passing women reservation bill in the parliament in 2023,rather demanding its implementation from 2024 lok sabha Elections.
It was BJP which denied reservation for women in the 2024 Lok Sabha elections on the plea that delimitation shall be done after completion of the ongoing 2021 census followed by implementation of women reservation in 2029.
Why such a move was brought as a U – turn of Modi government with an ulterior purpose to dilute the strength of southern states, with an eye on future elections by using the slogan of women reservation and also to further delay caste census.
He said that Hamari Riyasat Hamara Haq, is not a slogan but a mission of Congress to fight and restore the right of 1.40 crore people of J&K. The nefarious designs to delay the restoration of statehood has come out open as the government wanted to do delimitation by keeping it UT and fixing the arbitrary number of the state Assembly.
Congress would continue to fight for the basic rights, dignity and status, snatched arbitrary, unilaterally and unconstitutionally by Modi government in August 2019. It committed to restore the statehood to J&K without further delay before the Supreme Court but never fulfilled nor implemented the judgment of the court ,on one pretext or other.
Karra asked workers to keep an eye on the revision of voter lists and the SIR exercise to ensure that nothing wrong could be done and the rights of all genuine voters is protected.

Tony, Satish Sharma, Inderjeet Kour, Dwarka Choudhary, Kamal Singh, Sonu Dogra, Parveen Akhtar, Kamal Singh, Inderjeet Kour, Zhida Khan , Bimla Slathia, Reeta Choudhary, Perdeep Balla, Bhushan kumar, Ajay Dogra, Suresh Bangotra, Mulakh Raj , Dewan Chand , Manghat Ram , Gopal Sharma , Sahil Shavotra, fazal Husain, Gourav Dogra , Naresh Sharma, Thakur Hoshyar Singh, Smt. Bimla Devi, Smt. Babli Devi, P.C.Shagotra, H.L. Chalotra and others.
Raman Bhalla lashed out at the Modi government for befooling the women and depriving them of their 33 percent quota out of the existing 543 lok sabha seats ,in the last Lok Sabha elections held in 2024,as the law for their reservation was already passed unanimously in 2023.
Nothing could have stopped BJP to implement it in the last elections, as os clear by mod night notification, after government realized their inability to must the required numbers for the passing of 131st constitutional amendment bill.
He said that to delay the women reservation on the plea of completion of the census-2021 and fresh delimitation after that, and to postpone its implementation in 2029 is exposed & proved to be wring, since BJP had something else in mind ,as came out.
The women folk must ask BJP why it delayed and denied reservation to them in 2024 Lok Sabha elections and now trying to exploit them and befool them, he added.
DCC President Jammu Urban and former minister Yogesh Sawhney said that denying statehood to J&K is a great sin and betrayal of the BJP with people of Jammu and Kashmir, as people continue to suffer, despite Assembly elections.
The dual control system of governance has created a mess, further complicating the redressal of the grievances of the problem and resolution of their day today problems. No one owns the common man or the youth and there is a mechanism of fixing accountability. The bureaucratic regime is not responsive to the needs of people and continues to ignore the public representatives.
Sdr T S Tony in his address referred to the issues faced by the people and regretted that the bureaucratic system ignores the common people in their day today problems. He said early restoration of statehood is the key to give relief to the common people and restoring democracy in true sense.
Several prominent leaders spoke on the occasion and highlighted the failures of the dual control system in the absence of statehood; as a result, people continue to suffer on multiple fronts.
The programme was part of a series of interactive sessions scheduled by the Congress party in and around Jammu city and other parts.
