Rakesh Koul Pays Courtesy Visit to IGNOU Headquarters, Congratulates Prof. Uma Kanjilal on Her Appointment as Vice Chancellor

New Delhi, August 4, 2025 —Rakesh Kumar Koul, a distinguished education consultant, freelance journalist, and former Sarpanch from South Kashmir (Anantnag District), today paid a courtesy visit to the headquarters of the Indira Gandhi National Open University (IGNOU), Maidan Garhi, New Delhi, to personally congratulate Prof. (Dr.) Uma Kanjilal on her assumption of charge as the new Vice Chancellor of IGNOU.
Prof. Kanjilal, a veteran academician with decades of experience in open and distance education, recently made history by becoming the first woman Vice Chancellor of IGNOU — one of the largest open universities in the world. Mr. Koul lauded this landmark appointment, calling it a “progressive and inspiring decision” that reflects India’s commitment to inclusive academic leadership.
During the visit, Mr. Koul expressed his deep admiration for Prof. Kanjilal’s scholarly contributions and said,
 “IGNOU has always stood as a pillar of hope for millions of students across India, especially those from underprivileged and remote backgrounds. I have full faith that under Prof. Uma Kanjilal’s visionary leadership, the university will scale new heights in terms of quality, accessibility, and innovation in education. Her experience and academic vision will further strengthen IGNOU’s mission of education for all.”
Mr. Koul also emphasized IGNOU’s critical role in Jammu, Kashmir, and Ladakh, particularly in reaching out to marginalized communities, displaced populations, and tribal groups who depend on flexible and affordable education systems. He highlighted his long-standing association with the university, including his active role in facilitating the establishment of IGNOU’s Regional Centre in Jammu during his tenure as Personal Assistant to the Hon’ble Minister of State for Home Affairs, Government of India.
The interaction was also graced by Dr. V. B. Negi, Former Registrar (Administration & Student Evaluation Division) and currently serving as Officer on Special Duty (OSD) at IGNOU. Dr. Negi warmly received Mr. Koul and appreciated his continued efforts toward the promotion of education and community development, especially in conflict-affected and backward areas of Jammu & Kashmir.
Mr. Koul conveyed his willingness to serve as a bridge between IGNOU and the grassroots, and assured Prof. Kanjilal of his full support in all efforts aimed at strengthening the university’s outreach, particularly in the rural, tribal, and hilly belts of the Union Territories.
He also called for enhanced regional engagement by IGNOU through study centers, local collaborations, and community-driven educational programs — especially focusing on employability, digital literacy, women empowerment, and youth skill development.
The visit concluded on a positive and promising note, with mutual commitment toward transforming IGNOU into a more vibrant, responsive, and globally recognized institution of open learning.
