SAVE CONSTITUTION, SAVE DEMOCRACY, SAVE RIGHTS DOMA CONFERENCE AT REASI

REASI: 06 July, 2025: One day Save Constitution, Save Democracy, Save Rights DOMA (Dalit, OBC, Minority, Adivasis) Reasi Conference was held today at Ambedkar Bhavan, Mari, Reasi wherein R K Kalsotra, State President, DOMA J&K. was the Chief Guest.

Intellectuals and social activists of Dalit, OBC, Minorities and Tribals communities participated in good numbers from across all the  Reasi district. Prominent people from all sections of these communities expressed their views and it was concluded that these communities constitute 85% of  the populations should unite and organise against communal, Manuvadi and fascist forces. In a way, this is a new campaign which will be led by the civil society of Dalits, Muslims, backward, tribals and Christians. Dalit, OBC, Minorities and Tribal communities have suffered discrimination at the hands of communal and racist forces and this is the reason that they have united under DOMA Confederation.

The resources of the country have become the monopoly of few people and they are utilising these resources for promoting their communal & political agenda. Due to this, vast majority of people remain deprived of jobs, business opportunities, social status and even education facilities. Education and health facilities are privatised due to which poor people are remaining deprived of these facilities. Capitalisation and Privatisation have increased many times due to which Social Justice is becoming worse day by day.

While addressing the Conference State President DOMA Confederation R K Kalsotra impressed upon the delegates to unite under one platform to Save Constitution, Democracy and Rights.

Following demands were projected in the Conference:

*Caste census *Curbing unnecessary intervention in the  Waqf Board

*Implementation of toto Mandal Commission Report
*Reservation in Promotions  *Ban on privatization & Reservation in it  

*Reservation in the Higher  judiciary  *Recruitment to vacant posts
*land distribution *Equal Education * End of contracting system

 * *Reservation  in projects run by  government funds
*Guarantee of MSP to farmers *Opposition  to ST being deprived of water & forest rights and land  *Election  through ballot paper.

Increase  reservation quota  i) SC 8% to 10% ii) ST-1 10% to 12% iii) OBC 8% to 27% (As per Mandal Commission Report.) Restore reservation in promotions for SC/ST/OBC employees without any delay. Reject  the fake reports submitted by the DCs about OBC population in J&K. Demanding fresh door-to-door survey to determine accurate OBC population for PRIs & ULBs. Remove “rural/village” tag from the central OBC list against the Nai, Kumhar, Teeli and Dhobi communities. Strict  implementation of SC & ST Attrocity Act (POA Act)1989.      Restore roster point for SCs as per SRO-294. Restore 5 years Age relaxation for SC/ST candidates.    Fill all backlog vacancies, Fulfil 1.04 lac pending backlog of SC/ST/OBC Revive Govt. Advisiory & Development Boards for SC, ST, OBC.    Restore State Land with legal ownerships to SC/ST/OBC. Distribute State Land amongst landless SC/ST/OBC.      Don’t allot State Land to outsiders.
Hold  caste census to ensure proportionate allocation of reservation and resources. Curbing unnecessary intervention in the Waqf Board.     Immediately appoint SC & OBC member in the J&K (PSC). Stop Privatisation &  Fill vacant Govt posts.      Disburse Scholarship at the beginning of the Session. Stop contractual system for Safaikaramcharis & engage them on regular basis.
Open English Medium Schools for the wards of Safaikaramcharis (At par with police Schools) Restore old pension scheme for employees    Govt. schools may be improved for providing education at par with private schools.

To strengthen the DOMA Confederation movement Kalsotra exhorted the delegates that district and tehsil units should hold such conference and make the movement led by Dr Udit Raj  at National level strong and inclusive. Kalsotra further said that some anti equality ideological leaders Assaulted on Constitution’s soul who never accepted Constitution drafted by Baba Sahib Dr Ambedkar. We will oppose any move to remove “ Secular and Socialist” from preamble of Constitution. Delegates made healthy suggestion and made the following resolutions:

1. Restoration of Statehood to J&K
2. Stop intervention in Waqf Board.
3. ⁠Recognise Punjabi language in J&K
4. Restoration of Reservation in Promotions
5. Provide for Reservation to SC @ 10%, ST-1 @ 12% and OBC @ 27%.
6. Stop privatisation and selling govt assets to private capitalists
7. Conducting of caste census for proper distribution of jobs and resources

In the conference with one  voice new committee of Distt Reasi formed in which Subash Atri has been nominated  as Distt President with following members as Executive Members. : Haji Miraz khalid, Sohan Lal Verma, Sat Paul Bhagat, Bahadur Singh Rasyal, S Didar Singh, Imtiaz Wani, Adv Ajay Salalia, Ashok Tanitra, Adv Deepak Atri, Babu Bhatti, Vaneet Panjgotra, Tarsem Lal, Bahadur Singh, Hukam Chand, Madan Lal, Mukteyar Molvi, Vakil Chand, Imtiaz Wani, Arif Khan, Jon Mohd  & Angraze Kumar.
State President Confederation  empowered the newely President and members to work unitedly and formed tehsil units also and strengthen the “Social Justice Movement”.

Other dignitaries who spoke in the Conference were S Narinder Singh Khalsa, Ashu Peter Mattoo, Amir Ud-Din Kasana, Dr Romesh Kaith, Devi Ditta, Adv Deepak Attri, Vaneet Panjgotra, Imtiaz Wani, Babu Bhatti, Rakesh Kumar, Babu Ram, Bodh Raj, Chani Dass, Vikram Kumar, Surinder Bhagat, Ashok Tanitra, Sat Paul and many others.
