J&K Speaker Declines Opposition Demand for Debate on Reservation Bill
Speaker cites sub judice status and prior discussions in House; says issue not of recent occurrence
Srinagar, Oct 27: Jammu and Kashmir Speaker Abdul Rahim Rather on Monday dismissed an adjournment motion moved by Peoples Conference president Sajad Gani Lone seeking a discussion on the government’s alleged failure to rationalize the reservation policy.
Raising the issue soon after Question Hour, Lone urged the House to debate what he termed “a post-dated cheque for disaster,” referring to the government’s handling of the reservation framework.
However, Speaker Rather ruled the motion out, stating that the matter could not be discussed as it was neither of recent occurrence nor permissible due to its sub-judice status.
Citing the Rules of Procedure and Conduct of Business in the House, the Speaker said, “This is not a matter of recent occurrence. The issue has already been discussed in the House. The government has constituted a committee to address it, and the matter is presently sub-judice.”
The decision led to brief protests from opposition benches, with members demanding that the issue be revisited in light of growing public concern over the reservation policy.
