FOIJ terms NCSS cut-off date unjust, says hundreds of J&K units left in lurch
FOIJ seeks fresh industrial package for revival of struggling J&K units
Jammu, 22nd.Dec. 2025: A meeting of FOIJ was held under the chairmanship of Sh. Virendra Jain and attended by the Co-Chairmen Sh. S.C. Dutta & Sh. Lalit Mahajan and all the Executive Committee Members.
The members of FOIJ expressed their concern over the reply of Hon’ble Minister of State for Commerce and Industries, Sh. Jitin Prasada in reference to the question raised by Sh. Sat Pal Sharma, Hon’ble Member of Parliament, Rajya Sabha, regarding NCSS for J&K. The Hon’ble Minister replied that no proposal to extend the policy period or introduce the additional incentive is under consideration.
Further, Hon’ble Minister apprised the parliament that 520 existing units & 51 existing units undertaking substantial expansion have been granted registration to become eligible for an incentive under NCSS.
FOIJ wishes to state that 520+51 existing units are not entitled to get the CII & GST reimbursement under NCSS, rather such units are only entitled to interest subvention.
As per the information of FOIJ, only 909 units have been registered to get the Capital & GST incentives under NCSS & 569 units have applied for registration before 30.09.2024, the last date of the scheme, but have been denied the registration as the Govt. has issued the cutoff date as 10.07.2024, which is very unfortunate and unjustified. Such units have invested crores of rupees to set up the industry but they have been left in the lurch.
FOIJ requested that the Hon’ble Union Minister of Home Affairs Sh. Amit Shah, Hon’ble Union Minister of Industries & Commerce Sh. Piyush Goel, Hon’ble L.G. Sh. Manoj Sinha, Hon’ble Chief Minister Sh. Omar Abdullah, and Hon’ble Deputy Chief Minister Sh. Surinder Kumar Chowdhary kindly that the appropriate industrial package extending the fiscal incentive to existing micro/small units at par with new units for the survival of the existing industry, as the industry in J&K is in shambles at present and needs an immediate revival & survival plan.
