SPF voices concern over lack of representation in High Court appointments

Jammu, 22-04-2026: The Sikh Progressive Front has expressed deep concern and strong condemnation over the continued exclusion of the Sikh community from recent recommendations for appointment of judges to the High Court. Addressing the media, S. Balvinder Singh, President SPF and Vice President DGPC Jammu, along with S. Manjit Singh, General Secretary, S. Tejinder Singh, member DGPC Jammu, and Rajinder Singh Sudan, Joint Secretary, highlighted the issue.

The leaders pointed out that despite the announcement of eleven names for elevation, not a single candidate from the Sikh community—a micro-minority in Jammu & Kashmir—has been considered. They termed the repeated omission as a matter of serious concern, raising questions about the system’s commitment to inclusiveness, diversity, and equal opportunity. They emphasized that the Sikh community has a pool of experienced and competent senior lawyers who are fully eligible for elevation to the High Court.

Referring to constitutional principles, the Front stated that while there is no provision for reservation in the higher judiciary, the Constitution of India guarantees equality before law and equal opportunity to all citizens. They stressed that the judiciary, as a key institution, should reflect the pluralistic and diverse character of society.

The speakers also noted that the Supreme Court of India has, on several occasions, emphasized the importance of diversity and inclusiveness in judicial appointments to strengthen public confidence in the justice delivery system. However, they said, the present situation reflects a gap between these principles and their implementation.

Highlighting the contributions of the Sikh community, the Front said it has made immense sacrifices for the unity, integrity, and sovereignty of the nation, and its continued exclusion from key constitutional positions is not in line with the ideals of fairness and justice.

The Sikh Progressive Front urged the Lieutenant Governor of Jammu & Kashmir, the Chief Justice of India, and the Union Law Minister to take immediate cognizance of the matter, review the recommendations, and ensure fair representation of all sections of society, including minorities.

The Front reiterated that while merit must remain the cornerstone of judicial appointments, diversity and representation are equally essential to uphold the true spirit of justice and inspire greater public trust in the system. Prominent members of the Front and other Sikh organizations were also present during the press interaction.
