FOIJ seeks urgent policy relief to revive Jammu and Kashmir’s existing industry
FOIJ flags liquidity crunch, delayed incentives and Ease of Doing Business hurdles
Jammu, 27-04-2026: A meeting of the Federation of Industries, Jammu (FOIJ) was held today at the Federation Office, Gangyal, Jammu under the chairmanship of Sh. Virendra Jain, Chairman FOIJ. The meeting was attended by Co-Chairmen Sh. Lalit Mahajan, Sh. Jatinder Aul and Sh. Gagan Jain, along with Secretary General Sh. Viraaj Malhotra and Convenor Sh. Sanjay Langar, where threadbare discussions were held on multiple pressing issues confronting the industrial sector of J&K.
The members expressed serious concern over the deteriorating condition of the existing industry of J&K. The members were disturbed over unattended fiscal incentives and turnover incentives. The office bearers strongly demanded extension of SGST reimbursement under SRO 63 to existing units undertaking substantial expansion, change or modification of line of activity, diversification, or Addition of new manufacturing lines. The need for immediate rollout of working capital interest subvention and marketing support was also emphasized to ease the prevailing liquidity crunch faced by micro/small industries.
Deliberations were held on the adverse impact of the Inverted Tax Structure on the working of existing units and the Federation sought urgent rationalization of the same. Raising the issue of “Ease of Doing Business”, the members highlighted inordinate delays in setting up and running industrial units due to multiple NOC’s and stressed the urgent need for a time-bound Single Window Clearance System. The Federation further demanded removal of unnecessary riders on fiscal incentives, which are hampering industrial growth and strongly objected to the unwarranted demand of NOCs from SICOP for change in the constitution within the family, terming it against the very spirit of ease of doing business. It was also pointed out that there is
presently no supportive incentives for units selling their products outside the UT, which puts J&K manufacturers at a serious disadvantage.
Speaking on the occasion, Sh. Virendra Jain, Chairman FOIJ said that the industrial sector is the backbone of J&K’s economy and the Govt. must address these long-pending issues on priority to restore confidence among existing entrepreneurs.
The federation resolved to submit a detailed memorandum to the hon’ble lt. Governor/Hon’ble Chief Minister/commissioner secretary, finance and commissioner secretary, industries and commerce department for early redressal with a request that govt. Should take effective steps for the revival of existing industry of j&k.
An immediate attention of the Finance Department is needed towards the amendment to SO 70,71&72 dated: 24.01.2024 which has deprived a no. of industrialists from getting reimbursement of SGST due to delay in filing of SGST reimbursement claims. The delay was due to the reasons beyond their control. An immediate release of stucked SGST shall bring a sigh of relief for the unit holders who are presently under financial crunch due to various reasons.
On this occasion, FOIJ warmly welcomed and congratulated the newly elected team of office bearers of Birpur Industrial Association. The house expressed confidence that the new team will work actively for the welfare of Birpur Industrial Units and FOIJ assured full support in raising common issues of the industrial fraternity.
