Over 93% Land Revenue Records Digitised in Jammu and Kashmir

Ramban, Shopian and Ganderbal achieve full completion as administration accelerates land record modernisation across Union Territory

JAMMU, May 13: Jammu and Kashmir has achieved significant progress in its land record modernisation programme, with more than 93 per cent of revenue records across the Union Territory successfully digitised, according to official figures released on Tuesday.
Government data revealed that approvals have been completed for 64,06,641 khasras out of a total 68,59,915 revenue records, taking the overall completion level to 93.39 per cent.
Officials said the digitisation initiative forms a key part of the administration’s broader reforms aimed at improving transparency, efficiency and accuracy in land management systems. The project is expected to streamline property-related services and reduce disputes linked to outdated or incomplete records.
As per the latest status report, 3,04,549 cases remain pending at the maker level, while 1,10,587 are awaiting scrutiny by checkers and 38,138 cases are pending final approval.
The government had issued detailed guidelines on December 26, 2025, for correction of errors, inclusion of backlog mutations, public verification and final freezing of Jamabandis. Authorities said the entire process is being monitored on a daily basis under the supervision of divisional commissioners and the Financial Commissioner (Revenue).
Among districts, Ramban, Shopian and Ganderbal have emerged as top performers by achieving 100 per cent completion with no pending cases remaining at any stage.
Srinagar also recorded near total completion, with 2,58,135 khasras approved out of 2,58,221, translating into a success rate of 99.97 per cent. Only a handful of cases remain under processing.
Budgam registered 99.96 per cent completion, while Poonch crossed 99.95 per cent with minimal pendency levels. Udhampur, Kathua, Kupwara and Samba also reported strong performance under the digitisation exercise.
Baramulla, one of the largest districts in terms of land records, achieved 98.70 per cent progress after approving over 6.69 lakh khasras. Rajouri, Bandipora and Kulgam similarly reported high completion percentages.
However, some districts are still facing considerable pendency. Jammu district, which accounts for the highest number of khasras in the Union Territory, recorded 91.64 per cent completion, with more than 69,000 cases still awaiting clearance at different stages.
Doda, Pulwama and Anantnag continue to lag behind the overall average. Reasi registered the lowest completion level at 39.38 per cent, with over 88,000 cases pending processing.
Officials said 5,989 villages across Jammu and Kashmir have already received complete approval status, accounting for nearly 88 per cent of total villages covered under the programme.
The administration has also initiated grievance collection and public verification in more than 3,300 villages to ensure accuracy and transparency before finalisation of records.
Authorities believe the large scale digitisation effort will improve governance, simplify revenue administration and provide citizens easier access to authenticated land documents through digital platforms.
