It has been marred by decades of conflict, but with the return of peace, the government is focusing on promoting tourism as a means of economic development. Recently, the government has launched two policies that aim to boost tourism in the region – the Homestay Policy and the Film Policy. These policies have the potential to attract investors and showcase UT’s unique culture and natural beauty. The Homestay Policy is a game-changer for tourism in Jammu and Kashmir. Under this policy, individuals can convert their homes into guest houses and offer accommodation to tourists. The policy aims to provide a more authentic and intimate experience to tourists and promote community-based tourism. The government has set up a Homestay Registration Portal to streamline the registration process and ensure compliance with safety and hygiene standards. This policy has several advantages as it provides an opportunity for homeowners to earn an additional income and it also promotes cultural exchange and understanding between tourists and locals. Further, it helps to spread tourism benefits beyond traditional tourist hotspots. Homestays can be set up in rural areas and off-the-beaten-path locations, providing a more diversified tourism experience. The Homestay Policy has been well-received by the tourism industry in J&K. The policy has the potential to generate employment opportunities and stimulate economic growth in UT. However, there are some challenges that need to be addressed. One of the challenges is ensuring safety and hygiene standards in the homestays. The government needs to set up a mechanism to monitor and regulate the quality of services offered by homestays. Another challenge is providing training and capacity-building support to homeowners who want to set up homestays. The government can partner with tourism organizations to provide training and support to homeowners.

The Film Policy is another initiative launched by the government of Jammu and Kashmir to promote tourism. The policy offers a 30% subsidy on the cost of film production in the UT and a 15% subsidy on post-production costs.
