27-05-2023 : Deputy Mayor Jammu, Baldev Singh Billawaria chaired 17th “Skill Upgradation & Self Employment” standing committee meeting in the conference hall of Jammu Municipal Corporation (JMC). The meeting was attended by standing committee members, Kapil Singh Chib, Rahul Kumar, Amit Gupta, Deputy Commissioner (North), Joint Commissioner (H&S), Health Officer, Dy. CEO J&K Khadi Village Industry Board (KVIB), Deputy Director Handicraft & Handloom Deptt., Asstt. Director, Mission Youth deptt., Asstt. Project Officer, APO, JUDA, Deepak Gupta, President of Traders Federation WareHouse-Nehru Market & representatives of local trade and industry, and NGOs working towards the skill development of the youth.
Baldev Singh Billawaria, Deputy Mayor Jammu alongwith the committee members discussed various ongoing skill development programs. Deputy Mayor Jammu laid emphasis on the need for starting different courses in various wards and to start various units for making cloth bags in order to provide a replacement for plastic bags. He also advised for starting manufacturing units of “pattal and dunna” so that the use of plastic can be reduced by replacing it with an organic material. Deputy Mayor Baldev Singh Billawaria emphasized the need for collaboration and synergy among different departments to ensure efficient skill upgradation programs. Deputy Mayor Billawaria highlighted the importance of proper coordination in achieving the desired outcomes and maximizing the impact of skill development initiatives.
Deputy Mayor Jammu, Baldev Singh Billawaria said that there are 5 centers under the Himayat Mission Training Center (MORD) which is a center sponsor scheme, that trained the youths of Jammu in various fields to serve their family and the nation. Deputy Mayor Jammu said that National Research Center trained the unemployed youth with Civil trade from end to end, also Handloom Handicraft department have 202 centers in Jammu which play a major role in boosting the Skill Upgradation & Self Employment among the youth of Jammu, the process of applying in these courses are online. A large number of these schemes have benefitted the youth of Jammu. Baldev Singh Billawaria said that there is a total transparency in all departments due to which 96% of these schemes are working with full gloom. In this meeting, Baldev Singh Billawaria said that “The youth of Jammu are our most valuable resource and it is our duty to provide them with ample opportunities to hone their skills and achieve self-employment. We must ensure that the youth of our city are provided with the necessary skills and resources to be able to live a better life.” The meeting discussed several measures to be taken in order to promote skill up gradation and self-employment among the youth of Jammu city. These included setting up of skill development centers, providing access to government schemes and subsidies, and launching awareness drives to educate the youth about the importance of skill development. The Deputy Mayor assured the members present that the Jammu Municipal Corporation would take all necessary steps to ensure that the youth of Jammu are provided with the necessary resources to be able to pursue their dreams and achieve self-employment.
He also highlighted the importance of providing financial assistance and resources to help young entrepreneurs to set up their businesses. He praised the efforts of the organizations and associations present at the meeting for their commitment to helping young people become self-employed. The Officers from different organizations put their ideas as to how the youth of Jammu can be trained in different fields and be employed in various fields related to work. They discussed the need to provide necessary training and certification to the local youth. The Deputy Mayor appreciated the efforts of the Officers & representatives and asked the concerned departments to work on the implementation of the training program in Jammu. He said that such initiatives would help the youth of Jammu to acquire the necessary skills and become self-employed. He asked the concerned departments to come up with a plan of action and set up the necessary infrastructure to ensure that the training program is conducted properly. The Deputy Mayor also asked the Officers to prepare a proper plan to provide financial assistance to the youth for the program. He said that this would help the youth to become self-employed and boost the economy of Jammu.
The Deputy Mayor also requested the representatives to take necessary steps to ensure that the youth are provided with job opportunities after the completion of the training program. All representatives from different departments assured the Deputy Mayor Jammu that they would work with the government to ensure that the program is implemented successfully. They also agreed to provide job opportunities to the youth of Jammu who complete the training program. They also agreed to provide necessary financial assistance to the youth for the program. The Deputy Mayor encouraged everyone present to come forward and join hands to provide job opportunities and self-employment for youth in Jammu. He also expressed hope that this initiative would help to strengthen the local economy and create a vibrant and prosperous atmosphere in the city.

Deputy Mayor Jammu, Baldev Singh Billawaria concluded the meeting with a call for all stakeholders to come together to ensure the success of this initiative and to provide the necessary support to young people so that they can become self-employed and contribute to the growth of Jammu.
